Payroll Technician

We are seeking skilled and reliable Payroll Technician to join our team.

Location: The Naval Medical Research Unit No.3 (NAMRU-3, Cairo, Egypt.

Minimum Qualifications:
Bachelor of Arts degree in Commerce with a major in accounting, business administration, or finance.

10-15 years of prior work experience in payroll, financial, or accounting fields, with at least 5 years in U.S. Government Service.

Language Proficiency: English (Level IV) and Arabic.

Tasks:
PAYROLL (60%):

- Calculate salaries and social insurance.
- Submit tax calculations and review taxes received from the Embassy.
- Prepare irregular/special payrolls, including retirement, resignation, awards, etc.
- Monitor overtime and compensatory time requests, as well as timekeepers' performance.
- Stay updated on labor law and social insurance provisions and ensure correct implementation.
- Manage employees' financial records and authorization letters.
- Supervise compliancy of leave and overtime forms.
- Handle all types of civilian (USA and Egyptian) payroll tasks.
- Distribute overtime payments monthly.

TAXES:

- Review individual tax exemption letters and receipts.
- Review tax calculations received from taxation firm, including monthly and irregular payrolls.
- Distribute tax calculation sheets to LES employees monthly and yearly.
- Refund taxes to separating employees and reconcile refunded amounts.

TIMEKEEPING:

- Provide training for supervisors, timekeepers, and employees on timekeeping procedures.
- Grant supervisor access for approving/disapproving leave requests.
- Maintain and enter holidays in the system.
- Review and monitor time and attendance for accuracy and leave balances.

REPORTS (40%):

- Generate various Command's reports, including WYPC, Monthly Financial Manpower Reports, and Budget Submission.
- Maintain budgetary records for work centers and projects.
- Provide data for the yearly budget call for each fiscal year, categorized by headcount and cost, and distributed on different sources of funds.
