**_ Objective:_**

The primary objectives of hiring a project engineer consultant are as follows:

- Design: Develop detailed designs for the shredding rooms, considering factors such as space utilization, safety measures, workflow optimization, and compliance with relevant regulations and standards.
- Bill of Quantities (BoQs): Prepare accurate BoQs that outline the materials, equipment, and labor required for the establishment of the shredding rooms and other infrastructure activities.
- Evaluating the proposals based on the vendor's ability to effectively manage the necessary construction tasks.
- Technical Support: Provide on-site technical assistance during the installation and commissioning of the shredding equipment, ensuring its proper functioning and integration with existing systems. Also, issuing formal instructions to the contractors regarding technical aspects and ensure that private contractors adhere to technical specifications.
- Project Execution: Oversee and monitor the execution of the project on behalf of UNICEF, ensuring timely completion, adherence to quality standards, and compliance with contractual obligations.

**_ Methodology:_**

The field engineer's primary location will be Cairo, with periodic programmatic visits, and they will also be responsible for overseeing the installation process at the project sites located in the designated governorates.
- _**_ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:_**
- Scope of Work: _The consultant project engineer will undertake the following activities:

- Conduct site assessments and collaborate with relevant stakeholders to understand the requirements and constraints of the shredding room installations for medical waste disposal.
- Revise and develop if needed detailed design plans and specifications for the shredding rooms, considering factors such as space utilization, safety measures, workflow optimization, and compliance with relevant regulations and standards.
- Prepare accurate BoQs for the required materials, equipment, and labor, ensuring cost-effectiveness and adherence to project budget constraints.
- Assess the offers and proposals submitted by vendors for the construction works.
- Evaluate the vendors' capacities to effectively manage the required construction tasks considering factors such as experience, qualifications, resources, and past performance.
- Provide technical guidance and support during the installation and commissioning of shredding equipment, ensuring proper integration with existing systems and compliance with operational standards.
- Monitor and supervise the execution of the project, ensuring contractors adhere to the agreed-upon specifications, timelines, quality standards, and contractual obligations.
- Provide regular progress reports to UNICEF, highlighting achievements, challenges, and recommendations for project improvement.
- Supervision of the construction of WASH infrastructures and issuing formal instructions to the contractors regarding technical aspects and ensure that private contractors adhere to technical specifications.
- Measure the actual work executed by the contractors and report so that the payment is done based on actual work verified and approved by UNICEF.
- Compile and submit the progress and final report.
- Deliverables_: _The consultant project engineer will deliver the following:

- Will review and evaluate the design, BOQ provided by the 2 potential vendors for the construction of shredder rooms, to check accuracy and select the better option.
- Will assess the Vendors’ (providing shredders) capacity to manage construction works as well as coordinate construction of rooms and delivery, installation of shredders as per planned timeline.
- Will be a part of the evaluation and selection of sub-contractors (for construction) by the Vendor providing shredders.
- Detailed design plans and specifications for the shredding rooms for medical waste disposal.
- Accurate and comprehensive BoQs for the required materials, equipment, and labor.
- Technical support and assistance during the installation and commissioning of shredding equipment.
- Regular progress reports on project execution, including achievements, challenges, and recommendations.
- List of rehabilitation works conducted
- Support governmental partners to receive and approve construction works.
