**Project Overview and Role**:
The Challenge Fund for Youth Employment (CFYE) is a 7-year and €134 million programme funded by the Netherlands Ministry of Foreign Affairs, that aims to create a prosperous future for 230,000 young women and men in the Middle East, North Africa, Sahel & West Africa and Horn of Africa regions. The Fund will be supporting initiatives in 12 focus countries that will offer youth, in particular young women, opportunities for work that is demand-driven and productive, offering a stable income and safe working conditions, and that is contributing to their personal development and social protection.
The portfolio of projects is selected from business cases that were proposed by private sector, civil society and knowledge institutions. Each business case has outlined scalable solutions for creating more and better jobs and income generating opportunities for youth. Solutions in particular focus on an integrated approach that addresses the shortcomings on the demand side (jobs) and supply side (skills) and bridging the mismatch between these two in the labour market.

**Assignment Overview**:
The aim of this role is to provide technical support to one of CFYE’s implementing partners RDNA in Egypt. RDNA manages a range of specialty grocery stores and has the largest selection of healthy, organic & artisanal food and personal care products in Egypt. It also runs a marketplace for artisanal small-scale producers & farmers, with whom it collaborates for the production, processing and distribution of its final products. In doing this, RNDA creates 1560 jobs by supporting 300 young small-scale producers and farmers (at least half of which women), to grow their businesses, and move from informal to formal economy. For this reason the RDNA was selected as a beneficiary of the Challenge Fund for Youth Employment. RDNA recognizes the need to enhance its quality control and quality assurance practices to optimize product quality. To achieve these objectives, together with the Challenge Fund for Youth Employment, RDNA seeks the expertise of a Quality Control and Quality Assurance Consultant.

**Objectives and Activities**:
The objective of this assignment is for a Quality Control and Quality Assurance (QC/QA) consultant to work with RDNA on ensuring that all products that the company and its suppliers are working on, meet or exceed the company's quality standards, comply with regulatory requirements, and that these processes contribute to the overall improvement of the company's quality management system. It is foreseen that the consultant takes up the following activities:
**Review and Assess**:

- Conduct an initial assessment of the company's current quality control and quality assurance processes, policies, and procedures.
- Identify gaps, weaknesses, and areas for improvement in the existing quality management system.
- Recommend structure and job description for QA/QC employees.
- Review and analyse relevant regulatory requirements and industry standards applicable to the food industry.

**Quality Control**:

- Develop and introduce quality control procedures and protocols to ensure consistent product quality.
- Establish appropriate inspection and testing methodologies to monitor product quality throughout the manufacturing, storages and deliveries process.
- Collaborate with production teams to identify and resolve quality-related issues promptly.
- Conduct an initial audit of manufacturing facilities, equipment, and processes to ensure compliance with quality standards.
- Recommend and implement corrective and preventive actions to address non-conformities and improve quality performance.
- Provide guidance and support development of product specifications and standards.

**Quality Assurance**:

- Develop and introduce quality assurance programs to ensure adherence to regulatory requirements and industry best practices, including documentation related to quality assurance activities, such as standard operating procedures (SOPs), work instructions, and quality records.
- Review and approve supplier qualifications and monitor their ongoing performance.
- Collaborate with cross-functional teams to establish effective quality management systems.
- Conduct an initial audit to assess compliance with quality management system requirements.

**Overall**:

- Draft a training program (incl training materials) for employees regarding quality control and quality assurance and implement a first training.
- Propose a continuous improvement plan, including:
a) suggestions for quality improvement initiatives to enhance overall product quality and customer satisfaction.

b) recommendations for process optimization and cost reduction while maintaining quality standards.
- Recommend structure for QA/QC team and job description(s) for QA/QC employees.
