**_ Objective:_**

The consultant will contribute to the implementation and management of the Learning Passport platform as well as the promotion of access to quality and inclusive digital education and learning for the most marginalized students in Egypt. Specifically, the consultant will be expected to:

- Support the Egypt Country Office and MoETE to identify strategies to promote digital education for the most marginalized children including the deployment of the offline Learning Passport among others;
- Support the Egypt Country Office to implement the Learning Passport for children on the move and promote the LP integration into teaching and learning in formal and non-formal education settings;
- Provide technical support to content curation, development and contextualization;
- Identify innovative digital learning solutions and provide technical guidance to Egypt Country Office on strategies and issues related to Learning Passport and other education and technology initiatives.

**_Methodology:_**

Under the supervision of the Education Specialist, Egypt Country Office, the consultant will provide technical inputs/support for the engagement with MoETE related to digital education and support the technical readiness for the deployment of the offline Learning Passport platform in Egypt including testing to reach the most marginalized children. The consultant is expected to lead on technical and technology-related aspects of the Learning Passport deployment with MoETE.

In collaboration the Education Specialist, the consultant will also support the identification, curation, contextualisation and development of relevant content and learning materials for the Learning Passport for educators, learners and parents. Furthermore, the consultant is requested to identify innovative digital learning solutions and provide technical guidance to Egypt Country Office on strategies and issues related to Learning Passport and other education and technology initiatives. The consultant will propose new digital learning/EdTech solutions that can be integrated in UNICEF’s programme and liaise with other UNICEF country offices to learn from best practices and share Egypt’s experience.

At the beginning of the consultancy, the consultant is requested to participate in one or more on-boarding calls with the UNICEF’s regional focal point for the Learning Passport as well as other members of UNICEF’s global Learning Passport team.

**(1) Creating Technical Readiness for the Deployment of the Learning Passport Platform for MoETE.**
- Offline learning passport devices tested, technical glitches resolved, and if received newer devices from HQ, devices with content for offline work set-up.
- Technical inputs/support provided for engagement with MoETE related to digital learning and testing of Learning Passport offline devices.
- Technical inputs provided for concept notes/proposals on digital learning and meeting with public and private sector donors, etc.
- Costing of proposed digital learning solutions provided.
- Information and data related to MoETE’s engagement with digital learning researched and analyzed.

**(2) Manage the Learning Passport Platform for children on the move**
- Registrations of refugee and migrant children on the Learning Passport and usage/completion of courses increased.
- Landing page finalized and social media campaigns supported with content to promote access and use of the Learning Passport.
- Egypt Learning Passport Platform adjusted to the needs of beneficiaries based on regular feedback collected from beneficiaries and partners.
- In collaboration with UNCEF colleagues, IPs and teachers/school managers/Learning Hub facilitators, Learning Passport implementation tested in at least 2 schools and 6 Learning Hubs.
- Relevant training materials related to ICT in education and LP integration developed for school managers/teachers in the refugee community schools.
- Teachers/school managers/Learning Hub facilitators trained to integrate the Learning Hub into their teaching based on agreed models.
