The United States Agency for International Development (USAID) in Egypt, working through the Learning Activity contractor Q2 Impact, is seeking to hire a consultant to carry out a learning review for two USAID funded economic governance activities. These two funded activities were planned to assist the government of Egypt (GOE) to: 1) Increase the GOE's capacity to provide a range of services to local and international investors, private sector investors as well as its own citizens; and 2) Improve performance of the World Bank's Worldwide Governance Indicators through reforms to national level policies and practices. The learning review will be used to the design of future governance activities.

The purpose of a Learning Review is to examine how a group of activities were planned and implemented, what happened during implementation, and how did these processes contribute to results. A learning review provides the opportunity to dig into a process and reflect on milestones, actions and actors that could have impacted the high-level outcomes. A Learning Review maps the process, the milestones and those actions and actors’ behaviors that led up to possible results.

Specifically, this Learning Review aims to; a) document lessons learned, b) determine strengths, weaknesses, opportunities and threats within the GOE Economic Governance system, c) provide info on what works and what does not with a specific focus on/consideration of such a complex operating context, d) highlight the two activities contributions to the mission’s country strategy, and e) provide recommendations for the new design(s).

**Background**

The Office of Democracy and Governance (ODG) brings together professionals in public management, regulatory policy, transparency, digital governance, law and development, anticorruption, performance management, monitoring and evaluation, and social accountability to develop innovative, integrated solutions to pernicious institutional problems. Government efficiency, transparency, responsiveness, and citizen trust require adjusting the legislation, policies, capabilities, and service delivery models, ensuring the use of a whole-of-government approach to control corruption, increase effectiveness and enforce the rule of law.

Through the two activities to be reviewed, there is a special focus on:

- Economic Governance Reform Management;
- Anti-Corruption and Public Administration Capacity Building;
- Development and Implementation of new Service Delivery Models.
- Automation of specialized functions within Economic Courts;
- Improve transparency of functions and decisions of Economic Courts;
- Bring about organizational change within the Economic Courts to support greater efficiency and transparency.

**Scope of work**:

- Conduct a Desk/Literature Review for the two activities to be reviewed.
- Refine questions for the fieldwork on the basis of findings in the reviewed documents.
- In coordination with the Learning Activity Team and the USAID Egypt Mission leadership, and the Learning Review Team members develop Interview Guides, including customization for different types of actors and/or stakeholders as needed.
- In coordination with the Learning Activity Team and the USAID Egypt Mission leadership, identify an initial list of key stakeholders for interviews and focus groups and schedule accordingly (2-3 meetings daily).
- Participate in 2-3 days workshop to confirm methodology, clarify initial questions, and develop research plan.
- Conduct in-brief with the Learning Activity Team and the USAID Egypt mission leadership and other stakeholders.
- Undertake semi-structured interviews with key stakeholders, including additional stakeholders identified in the course of the review.
- Design, organize and carry out Focus Group Discussions as planned.
- Participate in 1-2 days synthesis workshop to address initial findings.
- Out brief on initial findings and next steps with the Learning Activity Team and the USAID Egypt mission leadership, and others (TBD).
- Document findings in a draft report, following the reporting template that will be agreed on.
- Determine specified check-in points for exchange and follow-up on the learning review experience, in order to support highlights from the learning review on programming; ideally how the review process help not only to think differently but also to work differently.
