**THE POSITION**

The Head of HR will be responsible for LINEA and SSA region. LINEA & SSA (Levant, Iraq, Near East Africa, Sub-Sahara African Countries)

The position is the first HR interface to the business partners, including the Country GM, Functional Head, line managers and employees in the OPU (operating unit).

The position consults with the country GM or assigned OPU Business / Functional Head to establish priorities and HR operating plans in the local OPU business/functional unit.

The position implements standards and defines guidelines for human resources operations in the assigned OPU or OPU's business unit. Decisions are typically limited and local related.

It plans, organizes, and implements all human resources activities including benefits, compensation, staffing, organizational development, employee relations, operations, and others relative to the OPU business/functional unit.

It provides direct supervision to local internal/external professional and support staffs in

HR by setting objectives, managing performance, motivating, training, and coaching.

OPU (Operating Unit) = LINEA & SSA (Levant, Iraq, Near East Africa, Sub-Sahara African Countries)

**Responsibilities**:
Priorities and Operations Plan
- Consults with OPU GM or OPU Business Unit management team to set short term local HR priorities and operating plans based on defined guidelines/ methods from ROPU (Regional Operating Unit, IMETA, India, Middle East-Turkey-Africa) HR.
- Provides OPU GM or OPU Business Unit operating committees with timely information and recommendations.
- Works closely with OPU GM or OPU Business Unit operating committee as operational business partner.
- Drive talent discussions and performance management framework

Budgeting and Cost Management
- Works with OPU GM or OPU BU management committee for managing headcounts and manpower cost.

HR Operations
- Has responsibility for establishing and enforcing policies and procedures relative to the HR function in local OPU, including:

- Protecting the corporation and representing the company at appropriate levels in local business and social communities, as well as internally in BI. Assuring BI values and policies are being upheld and compiled to that BI processes are implemented as appropriate.
- As the highest HR authority in the assigned business/functional area (s) at the country level, the position ensures compliance with BI Code of Conduct and sets an example of uncompromising ethics. Ensures local legislation is compiled to at all times.
- Acting as the main contact person with the local government/labor bureau with direct responsibility to ensure full implementation of local HR laws and principles within the relevant business areas, operations and organizations. The position manages conflicts through appropriate and effective communication.
- Implementing standards and continually reviewing local OPU guidelines for human resources
- Providing guidance and counsel on human resources development activities and developing strategic plans to address the required critical skills to achieve company objectives.
- Developing and maintaining a good working relationship with managers to remain current with business/operational changes and demands
- Implementing corporate compensation and benefits strategy & policies in OPU.
- Implementing the day-to-day operations of the human resources department, including the administration of personnel records, payroll, time and attendance, fringe benefits, and government reporting, and advising managers on employee related matters such as grievances, disciplinary actions, and recruitment and selection
- Ensuring compliance to relevant laws on basic working conditions, safety and health.
- Providing internal controls for verifying compliance to BI policies and applicable laws governing the collection, use, and disclosure of HR workforce data
- Exercising discretion in matters of confidentiality

Problem solving
- Determines best solutions to issues as relates to OPU. Consults with ROPU HRBP (or OPU HRBP) for issues that require unique and complex solutions.
- Utilizes resources across work areas and departments in OPU.
- Applies knowledge of different techniques and practices to achieve desired results.

HR team supervision and performance goals setting
- Sets HR team goals, sets timetables and assigns resources/tasks.
- Accountable for the activities and results of assigned functional area.
