Role Overview

We are seeking an experienced Utilities & Infrastructure Lead to direct and govern utility and infrastructure delivery on city-wide and mega-scale projects. Operating at a senior PMC level, you will lead design review, technical coordination, site supervision, and local authority permitting across both wet and dry utility networks.

The ideal candidate brings deep experience from top-tier engineering consultancies, a complete command of utility authority requirements, and a proven track record of managing multi-discipline infrastructure works from inception through commissioning.

Key Responsibilities

1. Utility Design Governance & Technical Oversight

• Lead the engineering design review of comprehensive utility networks including water, sewage, stormwater, power, telecommunications, and irrigation systems.
  

• Ensure all infrastructure designs comply with project specifications, international engineering codes, and local utility authority regulations.
  

• Evaluate contractor technical submittals, value engineering proposals, utility diversion strategies, and variation requests.
  

2. Authority Approvals & Permitting Management

• Manage the end-to-end statutory approval process, ensuring timely submittals and interface management with relevant municipalities, government ministries, and utility providers.
  

• Proactively resolve utility connection conflicts, network interface constraints, and authority permit delays.
  

3. Site Supervision & Contractor Coordination

• Direct site supervision teams to ensure utility installation, network laying, testing, and commissioning align strictly with approved drawings and quality plans.
  

• Enforce rigorous quality control (QA/QC) standards and safety protocols across all site utility works.
  

• Monitor project timelines in conjunction with project controls, using Primavera P6 data to evaluate physical progress against approved schedules.
  

4. Client Representation & Cross-Discipline Coordination

• Represent the client in technical workshops, authority negotiations, and progress reviews.
  

• Lead cross-discipline interface management between infrastructure teams, master planners, civil/structural teams, and main contractors.

Qualifications & Education

Education

• Mandatory: Bachelor’s degree in Civil Engineering or a closely relevant discipline.
  

• Preferred: Master’s degree in Infrastructure, Civil, or Engineering Management (Note: Extensive, relevant senior-level experience may substitute for postgraduate studies).
  

Required Certifications & Technical Skills

• Project Management Professional (PMP): Preferred.
  

• Professional Engineering (PE) License: Advantage.
  

• QA/QC Certification: Preferred.
  

• Primavera P6: Advantageous familiarity for project control and schedule monitoring.
  

Experience & Background Requirements

• Total Experience: 10–12+ years of progressive engineering experience in utilities and infrastructure projects.
  

• Consultancy/PMC Background: Strong preference for candidates with experience at leading PMC/Consultant organizations (e.g., AECOM, Parsons, Dar Al-Handasah, WSP, or equivalent).
  

• Project Scope: Direct experience delivering large-scale or city-wide infrastructure developments encompassing both wet and dry utility networks.
