**OBJECTIVES OF THE PROGRAMME**:
The Department of Business Operations Services is responsible for providing efficient and effective support services to all programmes and activities of the organization in the Eastern Mediterranean Region in respect of safety and security services, human resources and talent management, administration, budget and finance, supply, Operational Support and Services (OSS) and IT services. The objective of the Safety and Security Services Unit is to design, develop, implement, monitor and evaluate appropriate policies and procedures to improve the security and safety of staff throughout the Organization in a cost effective and efficient manner.

**DESCRIPTION OF DUTIES**:
Under the general supervision of the Director of the Department of Business Operations Services (BOS) the incumbent is responsible for planning, coordination, and management of the Security Safety Unit (SSS), including all its activities and operations in support of the overall mission of The Securities and Exchange Commission Department (SEC).
- Identify and prioritize security-related needs and facilitate their inclusion into the SSS Workplan and advise the same for the concerned security units within the three levels of the organization.
- Ensure that security is integrated and mainstreamed within WHO programmes and activities throughout the organizational operations cycle, from planning to implementation and review, most especially its appropriate funding and budgetary inclusions by the concerned programme, activity or office.
- Establish and maintain proactive and seamless coordination and collaboration with other security functional areas to ensure completed staff action to feed into the most appropriate plan and response to security requirements for WHO/EMRO.
- Manage an optimized security support for programmes and activities, including the provision of proximity support for EMRO requirements, such as Security Advisors for Incident Management Supports Teams (IMST); and the deployment of security officers to the field for regular security assessment and/or emergency surge missions.
- Acts as key functional resource of the Director Business Operations to monitor and have oversight on the implementation of the field security operations component of the WHO Security Strategic Plan and its update and modifications if necessary.
- Security Risk Management and Analysis. Develop and implement a system to proactively monitor EMRO security developments and in reference to and collaboration with various security information resources, identify emerging security trends and provide early warning and advise on any potential security threats that may affect the safety and security of WHO/EMRO personnel, assets, and operations.
- Collaborate closely with the EMRO Security Officers responsible for Security Information Analysis and Assessments.
- Leader co-lead security risk assessments and discussions with others concerned and ensure that these are fed as inputs for prompt and objective security management decision-making.
- Security Compliance Monitoring. Regularly monitor and assess the security posture of all WHO/EMRO field presence; and provide objective, reasonable, and practical security support, and advice in managing safety and security of WHO/EMRO personnel, assets, and operations in the field.
- Review proposed Security Risk Management Measures (SRMM), Residential Security Measures (RSM) and Local Cost Shared Security Budget (LCSSB), in coordination with Country Security Officers and Focal Points.
- Acts as focal point for compliance with other WHO internal management systems such as recommendations out of Internal and other External Audits.
- Security Training and Capacity Development. Assist in identifying training needs, planning and delivery of security training programmes in collaboration with the SEC Field Security Officer tasked with security training functions. -Liaise with the United Nations Department of Safety and Security (UNDSS) and Agency Security Officers in the field for the purpose of exchanging information on best practices to enhance security management.
- Maintain coordination and collaboration with Staff Health and Wellbeing and other technical and functional offices which interact with security and safety functions across the organization emergencies and crises.
- Maintain a 24/7 capacity to closely monitor existing and potential emergencies in collaboration with the WHO Emergency Operations Center and the HQ SEC Security Operations Center.
