**Project Summary**: MTC International Development Holding Company, LLC (MTC) was awarded the USAID-funded Workforce Egypt project on June 1, 2021. Workforce Egypt assists in transforming the technical and vocational education and training (TVET) system to produce the skills needed for a globally competitive Egyptian market, thereby creating sustainable jobs, especially for youth and females, and institutionalizing structural labor market reforms that can support workforce development now and in the future. Working with a variety of Egyptian partners, MTC International provides technical assistance, capacity building, and training for relevant stakeholders and counterparts to: (1) transform the quality and market relevance of TVET institutions and programs; (2) strengthen private sector participation in workforce development; and (3) improve the environment for skills development and employment.
**Project Duration**:5 years; June 1, 2021-May 31, 2026.
**Position Location**: Cairo, Egypt.
**Reporting and Supervision**:reports directly to Workforce Egypt Human Resources Specialist.
**Position Summary**:Under the direct supervision of Human Resources Specialist, the Human Resource Coordinator is responsible for facilitating all aspects of personnel functions including recruitment and staff care; s/he will ensure that these functions follow existing USAID’s and MTC’s practice and guidelines and are in compliance with Egyptian labor laws. **Primary responsibilities include but are not limited to**:
- Support in matters related to employment, compensation, health, and employee relations.
- Familiarize new employees with MTC’s HR policies/procedures thereby creating a culture of shared responsibility for HR best practice across the project.
- Administer staff induction and probation in line with MTC’s policies.
- Ensure the proper administration of benefits programs such as medical insurance, vacation, sick leave, leave of absence, and other related benefits.
- Maintain an up-to-date, accurate human resources system in Cairo for all field offices.
- Prepare HR database for staff, and ensure it is updated frequently.
- Administer leave records and timesheets and track data of appropriate leaves for all staff and Consultants.
- Maintain HR and personnel requirements including social insurance filing requirements, etc.)
- Maintain historical human resource records by keeping existing filing and retrieval system, keeping past and current records.
- Handle personnel systems and files and ensure they are in accordance with the labor law requirements.
- Ensure all documents and data of staff and consultants are scanned and saved on the HR shared folder.
- Handle staff attendance and monitor working hours.
- Provide appropriate HR reports when needed.
- Keep tracking and following up on staff completion of documentation and insurance enrollment.
- Follow up with sick staff and their reimbursement forms.
- Review time sheets for staff and Consultants and ensure their contracts are well received with the payroll.
**Education & Experience Requirements**:
- Bachelor’s degree in HR, Business Administration or other related field.
- Minimum 1 Year of relevant experience. Experience on USAID-funded projects is a plus.
- Knowledge of HR systems and databases.
- Excellent active listening and negotiation skills.
- Solid experience in working with teams.
- Good analytical skills.
- Excellent with MS Office software (Word, Excel, Power Point).
- Proficient in English (reading, writing, speaking) and fluent in Arabic.
