**_ Context:_**

Under the overall supervision of the Regional Director (RD) for the Middle East and North Africa
(MENA) and the direct Supervision of the Regional Crisis Response Coordinator (RCRC) for the
Middle East and North Africa (MENA), the Regional Crisis Response Officer (Roving) will be
responsible for coordinating IOM's response to ‘scale up’ emergencies, across all sectors and
programming areas IOM is engaged in.

The Regional Crisis Response Officer (Roving) will be handling their duties both at the Regional
Office (RO) and in the field (roving), as required, acting as field officer in the same contexts as
outlined above.

**_ Core Functions / Responsibilities:_**

1. Provide technical, logístical and process related support to the RCRC in coordinating the
scaled up emergencies, including emergencies not declared a scale up but of key reputational
importance for the RO. This will entail ensuring regular coordination is assured between relevant
divisions at Country Office (CO), RO and Headquarters (HQ).

2. Provide technical support and coordination to COs on response initiatives, in line with IOM
agreements, policies and standards. As necessary, monitor progress towards pre-determined
results and advise on compliance with Inter-Agency Standing Committee (IASC)-adopted
approaches, particularly in the context of IASC system wide scale up emergencies.

3. Support the monitoring of IOM operations that fall under the Department of Humanitarian
Response and Recovery (DHRR) portfolio of activities in the context of newly declared scale up
emergencies, including the provision of technical support to COs through inter-agency
collaboration for needs assessment and strategic planning and programming of response
interventions. This includes recommending priority responses for emergency, transition &
recovery and other crisis related activities.

4. Provide input to the RCRC in liaising with the IASC and humanitarian partners with regard to
large-scale humanitarian emergencies, facilitating IOM presence and highlighting core migration
crisis management, preparedness, response and transition/recovery issues.

5. Collaborate with RO Regional Thematic Specialists (RTS) on themes and issues that have
been identified in the context of the emergencies to ensure that the knowledge network in the
regions is fully integrated into the regional IOM crisis response.

6. Monitor the review and project endorsement of relevant initiatives developed in the context of
corporate emergencies on behalf of and in coordination with RCRC and RO RTS.

7. In coordination with the RCRC and RO RTSs, collaborate on the management and
implementation of projects, initiatives and events which might have implications for IOM's
operations in the context of scaled up emergencies; these include migrant assistance activities,
Gender-Based Violence (GBV), and Accountability to Affected Populations (AAP).

8. Assist in leading surge support teams to IOM field operations, serving as Regional Crisis
Response Officer and where needed as temporary emergency coordinator, including Cluster
coordination in contexts where IOM has taken the lead as required. Identify and maintain
linkages with IOM staff, external consultants and seconded personnel in coordination functions,
and identify needs for additional support throughout the duration of the scaled up emergencies.

9. Undertake technical-level negotiations or discussions with counterparts in bilateral and
multilateral agencies located at RO and CO level, in coordination with relevant CO and RTSs, to
contribute to IOM's positioning and working towards ensuring that IOM's migration crisis and the
beneficiaries it advocates for are adequately reflected or represented in the different fora.
