Monitoring and Evaluation Officer

The position

BACKGROUND

The Om Habibeh Foundation (OHF) is an Egyptian non-profit organization established in 1991 under the supervision of the Ministry of Social Solidarity. OHF is the implementation agency for the Aga Khan Foundation Egypt and is an affiliate of the Aga Khan Development Network of organizations and was founded by Om Habibeh Mohamed Shah Aga Khan to contribute to and support local communities in the Governorate of Aswan in areas including health care, education, and providing income for deprived communities through long-term development activities. OHF works in the following areas: Continuing Education, Civil Society, Agriculture and Food Security, Economic Inclusion, Women Empowerment and Early Childhood Development.

**POSITION OBJECTIVES**:
The Monitoring and Evaluation (M&E) Officer will provide hands-on support and lead on specific MERL activities. This includes designing and implementing a robust MERL system; supporting evaluation studies (baseline, midterm, and end line), designing programmes’ monitoring tools, ensuring effective monitoring of programmmes’ outputs and outcomes; and contributing to reporting.

The Monitoring and Evaluation Officer will work in close collaboration with the programmes/projects’ teams.

**CORE RESPONSIBILITIES & DUTIES**:
Ensure high quality and timely inputs, and that the programmes/projects maintain their strategic vision and that the activities result in the achievement of the intended outputs in a cost effective and timely manner.
Assist in designing and implementing the M&E activities.
Assist in preparing reports on projects’ progress.
Assist in monitoring the projects’ activities on a regular basis, developing, and maintaining the MIS of the programmes/projects.
Responsible for the collection & analysis of different data in relation to the programmes’/projects’ activities.
Monitor and evaluate overall progress on achievement of results.
Monitor the sustainability of the projects' results.
Report on all projects’ activities.
Provide input, information, and statistics for reports.
Participate in project reviews and planning workshops and assist the M&E manager in preparing relevant reports.
Support monitoring and evaluation of the effects and impact of the projects.
Assist in coordinating across the programmes/projects to ensure effective implementation of M&E/MIS.
Assist the programmes/projects teams with M&E tools and in supporting them in their use.
Perform other duties as required.
Assist in the preparation of reports on the findings and lessons learned from programmes/projects’ innovations.

The requirements

**REQUIRED QUALIFICATIONS**:
**EDUCATION**:
A graduate degree in a relevant field, preferably in the field of social science or economic development.

**EXPERIENCE**:
A minimum of 3-5 years of relevant professional experience.
Experience with the development and management of MIS including data collection methods and tools (forms, formats, questionnaires) as well as systems for the data cleaning, entry, analysis, and storage of quantitative data.
Experience in designing tools and strategies for data collection, analysis and production of reports.
Experience in using KOBO tool is an asset.

**COMPETENCIES**:
Demonstrate knowledge of results-based management (RBM), including how to design and analyse logic models and how to develop SMART indicators.
Demonstrate knowledge and capacity to design and implement qualitative and/or quantitative research methods for the purpose of programme evaluation and documentation.
Demonstrate capacity to write results-based donor reports.
Ability to consult, discuss and interact with local communities and stakeholders and willingness to participate in field activities/surveys and travel.
Familiarity with using excel in data analysis, preferably SPSS.
Excellent written and verbal English and Arabic language skills.
Demonstrate capacity to multi-task, work independently and take initiative.
Ability to communicate technical issues effectively and persuasively.
In-depth knowledge on MIS, M&E, and development issues
Responds positively to critical feedback.
Familiarity with gender issues and collecting gender sensitive data is an advantage.

**WORKING CONDITIONS**:
Hybrid work that is a blend of in-office and field visits.
Normal conditions for an office environment.
