The Human Resources Officer (HRO) develops, advises on and implements policies relating to the effective use of personnel within NEXtCARE.

The HR officer needs to ensure that the organization employs the right balance of staff in terms of skills and experience, and that training and development opportunities are available to all employees to enhance their performance in order to achieve the organization’s objectives.

**General Duties**:

- Administers performance management systems, safety and employee engagement programs.
- Provides current and prospective employees with information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits.
- Plans, organizes, directs, or coordinates the personnel labor relations activities. Ensure employee’s visa and labor cards are approved on timely manner, insurance coverage is granted to all employees under NEXtCARE’s sponsorship/employment.
- directs, and coordinates work activities of subordinates and staff relating to employment, compensation, labor relations, and employee relations.
- Contacts with vendors to provide employee services, such as training, food service, transportation, or relocation service.
- Maintains records and compiles statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
- Analyzes statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization's personnel policies and practices.
- Prepares and follows budgets for personnel operations.
- Supervises OT expenditures and ensures expenses a re justified.

**Recruitment Activities***:

- Investigates and designs a Job-enrichment portfolio.
- Oversees the evaluation, classification and rating of occupations and job positions.
- Identifies, project and budget staff vacancies. Recruits, interviews and selects applicants.
- Posts vacancies internally and externally.
- Develops, administers and evaluates applicant tests.
- Successfully coordinates the short-listing, interviewing and approvals of applicants.
- Promotes NEXtCARE’s image to applicants prior, during and post-interview through showing effectiveness and proper communication.
- Streamlines the efficiency of recruitment through agencies.
- Seeks lower agency fees.
- Coordinates new employee’s requirement.
- Conducts exit interviews to identify reasons for employee termination.

**Training Activities**:

- Analyzes training needs to design employee development, language training and health and safety programs.
- Plans, organizes, directs, controls or coordinates the personnel training activities.
- Plans and conducts new employee orientation to foster positive attitude toward organizational objectives.
- Plans and executes successful internship programs, aiming to educate college graduates on NEXtCARE diverse activities and eventually attracting those young talents.
- Bachelor’s Degree in any relevant area of specialization with certifications in HR
- 4+ years Human Resource experience (Talent Acquisition & Development, Employee Relations, Performance Management, Training and Compensation and Benefits).
- Sound knowledge of local HR systems and requirements.
- Physically fit to carry out duties.
- Legally permitted to work in the country of operations.
- Fluency in MS Office (Excel, Word, Outlook, PowerPoint) and general internet navigation and research skills
