Consulting Analyst Trainee

1. **PROJECT BACKGROUND**:
The project is a four-year USAID-funded project that seeks to increase tourism revenues and local economic benefit, including increased employment and business opportunities, in the cultural tourism sector at targeted destinations.

The four results of the project's activity are:
**R1.**

GOE efforts to improve the enabling regulatory environment for investment in sustainable cultural heritage tourism consolidated and reinforced;
**R2.**

Selected cultural heritage sites rehabilitated and financially sustainable;
**R3.**

Higher-value added tourism products and services developed at target destinations; and

**R4.**

Capacity to promote cultural tourism in target destinations enhanced

**2. ASSIGNMENT BACKGROUND**:
The Public Sector Reform Expert/Result1 Lead will lead and coordinate the delivery of project activities under Result1 of the project in the SOW, and advise on the institutional reform efforts within the Government of Egypt (GOE). Working closely with the GOE, he/she will analyze, remove barriers, and test models of public-private partnership in the area of cultural tourism, to achieve project results. ‍

**3. PRINCIPLE DUTIES AND RESPONSIBILITIES**:
In fulfilment of the aforementioned scope, the Public Sector Reform Expert/Result 1 Lead will be requested to lead the following:
1. **Technical Leadership**
- Responsible for leading the development of the annual workplan.
- Responsible for monitoring the annual work plan to ensure timeliness of delivery and adherence to the project's overall time plan.
- Accountable for deliverable submission to COP/USAID, ensuring feedback is accounted for. Deliverables are pertaining to institutional capacity building efforts with government counterparts, policy reform efforts, and site management plans in cultural heritage sites.
- Leads technical engagement internally and externally with relevant stakeholders.
- Responsible for working closely with the beneficiaries and strategic stakeholders to ensure the alignment on the project output, cooperation and delivery of the workplan activities including leading workshops, and meetings and facilitating relevant dialogues
- Represents R1 at relevant networking opportunities and stakeholder meetings.
- Responsible for the integration of Result 1 with the other results to ensure an integrated and aligned project performance and output, thus impact.
- Responsible for the development and review of the Result 1 deliverable and implementation of the planned activities ensuring meeting the quality standards in collaboration with the Result 1 team of short-term consultants. Such includes but is not limited to institutional capacity building with government counterparts, policy reform efforts, and site management plans in cultural heritage sites.
- Work closely with the M&E to ensure the alignment of the Project performance indicator with the required impact and projects Milestone.
- Recruit, guide and supervise quality control implementing partners that are contracted to implement different activities within the workplan.
- Develop the relevant capacity-building plan required to serve the beneficiaries to ensure the sustainability of the project impact and monitor its execution.
- Responsible for the review and quality checks of all Result 1’s deliverables and their timely submission
- Responsible for the achievement of Result 1 performance indicators

2. **STTA Oversight**
- Identifies needs, as per the submitted and approved workplan.
- Drafts and/or obtains approvals STTASOWs including deliverables, timeline, and estimated LOE.
- Follows up with CID team to ensure mobilization of STTAs.
- Oversees STTA SOW including workplan, technical leadership, and quality control.
- Reviews STTA mission reports to ensure all relevant information is captured.

3. **Project Management**
- Ensures streamlined communication with COP and other results leads.
- Serves as the communication focal point between CID and the project, as required.
- Responsible for submission of biweekly activity report to COP, as per USAID requirements
- Responsible for submission of monthly reports to COP, as per USAID requirements
- Develops quarterly report with relevant input.
- Responsible for billing targets assigned to IR1.

4. **JOB QUALIFICATIONS**:

- A degree in management, public administration, political science, governance or

related to the social science field (master’s or Doctorate preferred).
- Demonstrated professional experience with a minimum of 10 years in the areas of public sector reform and institution building, providing technical advice to the highest levels of the Egyptian government in developing strategic policy reforms and capacity-building strategies.
- Previous experience in international cooperation projects is preferable.
- Demonstrated experience providing capacity-building expertise to the public. administration officials.
- Excellent verbal and written communication skills in English and Arab
