**Procurement Assistant**

***Primary Duties and Responsibilities**:
Under the guidance of the Procurement Advisor, the Procurement Assistant will assist TRADE staff in understanding and following the contracting and procurement regulations, policies, and procedures established by USAID and Palladium. The role of the Procurement Assistant will involve active involvement in procurement and logistics activities and playing a crucial role in streamlining the procurement process, maintaining records, and contributing significantly to the success of project procurement operations, all in compliance with the established guidelines of USAID and Palladium.

**TASKS**
- Assist in preparing and maintaining procurement documents, including purchase orders, invoices, and vendor correspondence.
- Support the Procurement Advisor in creating RFQs, RFPs, and bidding documents, and assist in evaluating bids to determine the most suitable vendors.
- Communicate with suppliers to request quotes, gather information, and follow up on procurement-related inquiries.
- Help identify potential suppliers and gather necessary information for vendor evaluation.
- Address procurement requests from program staff concerning services, goods, and other items needed for project beneficiaries and activities.
- Assist the Procurement Advisor in adhering to procurement policies, procedures, and regulations, ensuring all processes are compliant and ethical.
- Support in identifying reliable suppliers, evaluating quotes, negotiating terms, and establishing strong vendor relationships to ensure timely and cost-effective procurement.
- Support the Procurement Advisor in monitoring and tracking contract progress, approving invoices for payment, troubleshooting issues, conducting post-contract evaluations, maintaining accurate procurement records, and upholding data integrity.
- Support in preparing payment documentation for finance review and maintaining comprehensive procurement files in hard and soft copies.
- Provide general administrative assistance to the Procurement Advisor, including organizing meetings, filing documents, and maintaining databases.
- Fulfill other assigned duties and responsibilities as needed.

**Required Qualifications**:

- Bachelor’s degree in commerce, business administration, or related field.
- 2 to 4 years of work experience, procurement, purchasing, or project management experience is preferred.
- Experience working on USAID projects is desirable.
- Excellent negotiation and communication skills.
- Strong attention to detail and organizational abilities.
- Ability to work well in a team and collaborate with cross-functional departments.
- Excellent written and verbal command of English and Arabic languages.
- Excellent knowledge of Microsoft Office.

**Project Overview and Role**:
USAID’s Trade Reform and Development in Egypt (TRADE) project builds on decades of U.S. investments in Egyptian businesses and economic policy with the aim of substantially increasing Egyptian exports from Small and Medium Enterprises (SMEs). The TRADE project focuses on seven selected sectors: engineering products, food processing, home têxtiles, ready-made garments, printing & packaging, chemicals, and building materials. Through the project, USAID works with the Government of Egypt to improve the trade and investment policy environment and reduce barriers to trade. USAID also partners with business associations and export councils to strengthen the trade services ecosystem for small
- and medium-sized exporters, as well as with private companies to help them access new international markets to increase export sales. TRADE tackles many trade and investment-related issues to sustainably increase Egyptian exports and drive economic growth.
