**1.** **Purpose of the Consultancy**

The objective of the consultancy is to provide technical advice to support WHO resource mobilization efforts including packaging of EMR strategic approaches, developing resource mobilization (RM) proposals, outline investment plans/cases for WHO country offices and produce resource mobilization products and papers and support engagement with new partners, building resource mobilization capacities.

**2.** **Background**

The WHO Fourteenth General Programme of Work (GPW 14) sets a high-level road map for global health and will guide WHO’s work in support of Member States and partners for the period 2025-2028 to reinvigorate actions needed to get the health-related Sustainable Development Goals on track. The WHO’s Strategic operational plan for the Eastern Mediterranean Region adapts the GPW 14 to the evolving country priorities and needs in the Region, outlining the Region’s contribution to global outputs and outcomes, and specifies how progress at regional level will be measured. The Regional Director for the Eastern Mediterranean has launched three flagship initiatives to accelerate progress in implementing the strategic operational plan and achieving the health-related SDGs.

In addition, the Eastern Mediterranean Region is facing some of the most acute, large-scale and complex emergencies in the world, with a convergence of crises such as natural disasters, disease outbreaks and armed conflicts.

The Resource Mobilization team in the regional office (EMRO) works to support regional technical teams and WHO country offices to generate the resources required to sustain the implementation of programs and projects to address the health needs in the region.

**3.** **Work to be performed Scope of Work**:
During the consultancy period the consultant will perform the following:

- Develop Resource Mobilization documents and products to support the generation of resources required for the implementation of WHO activities.
- Prepare high-quality donor proposals and concept notes by collaborating with program teams to gather required information, drafting, reviewing, and finalizing documents to ensure alignment with donor requirements and organizational objectives.
- Draft high-quality donor reports by collaborating with the responsible implementing units to gather necessary information, ensuring compliance with donor templates and requirements.
- Participate in conducting donor mapping by identifying and categorizing potential donors for various EMRO budget centers, considering their interests, geographic focus, funding record, and priorities.
- Provide technical advice in developing Partnership Engagement Resource Mobilization Strategies (PERMS) and investment cases to strengthen partnerships and support resource mobilization efforts.
- Conduct Capacity-building events and exercises on resource mobilization, offering guidance on the development of results-based proposals.
- Development of multicounty and cross-border proposals.
- **The assignment is divided into deliverable phases**:**

Phase 1: An inception report outlining key priority areas identified to be worked with timeline to complete this assignment. The main discussion points that are raised and agreed upon are to be included in the inception report and cleared by Senior Resource Mobilization Manager within the first two weeks.

Phase 2: Progress technical report

Phase 3: Final report with all achievements.

Qualifications required:
Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in social science, health, international relations or related field from an accredited/recognized institute.

Experience required:

- At least 5 years’ related experience, at the international level in resource mobilization, donor relations and proposal writing.
- Proven track record in developing investment plans for mobilizing resources from donors.

Desirable:

- Prior working experience with WHO or understanding of WHO mandate and goals

Skills / Technical skills and knowledge
- Well-developed understanding of donor requirements and expectations.
- Clear understanding of the resource mobilization process.
- Demonstrated ability to plan and implement work, and to communicate ideas effectively.

Language requirements: Excellent knowledge of English.

**Place of assignment**:**

Remotely with potential travel to the WHO Regional Office for the Eastern Mediterranean, Cairo, Egypt and travel to countries in the EMR.
