Level 3: the post holder will have contact with children and/or young people _either _frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for ensuring the implementation of SCI policies.

**ROLE PURPOSE**:
The Education Working Group (EWG) in Egypt, which is led by UNHCR and co lead by UNICEF, aims to have a comprehensive and coordinated response to refugees and migrants’ education needs in Egypt. The EWG has recently finalized a new strategy and advocacy plan to address existing barriers to a broader access to sustainable education options and serve all refugee school-aged children and youth in Egypt. The strategy aims to achieve the following objectives.
- Enhance EWG coordination and advocacy.
- Support the MoETE in providing access to safe, quality public school education for children and youth.
- Education members will coordinate their programmes and advocacy efforts to provide appropriate learning opportunities and awareness raising of the educational pathways available to refugee girls and boys.

This role will be responsible for enhancing the coordination and operationalizing the EWG strategy and advocacy and work closely with the EWG Co-Chairs and all EWG members to ensure that action plans are developed and appropriately shared with relevant stakeholders.

**SCOPE OF ROLE**:
On behalf of Save the Children and in close coordination with the EWG Co-Chairs and members, the Education Working Group Coordinator will operationalize the EWG strategy and enhance the coordination among its members to achieve the strategy and advocacy objectives.

**Role Dimensions**:
Role requires frequent and complex interactions with UN agencies, INGOs, government, civil society partners, and liaison with refugee communities in Egypt. This role is meant to strengthen the work of the EWG by enhancing coordination and collaboration among education partners. The role requires excellent leadership and relationships building skills, analytical and conceptual thinking; and ability to work in high pressure environments, with limited supervision.

**KEY AREAS OF ACCOUNTABILITY**:

- Participate in EWG meetings.
- Ensures the sharing of information by and among EWG members.
- Ensures the sharing of information with other thematic working groups.
- Engage with the refugee community and capture their needs and expectations in terms of education and protection.
- Support the compilation and documentation of EWG members interventions and activities.
- Develop and maintain a strong and positive relationship with UNHCR and UNICEF, the EWG Co-Chairs.
- Develop and maintain a strong and positive relationship with all EWG members.
- Support members to fulfil monitoring and reporting requirements and collate, analyse and disseminate results.
- Support the facilitation of EWG forums, to proactively engage and support new and existing members, and to represent the EWG as needed.
- Identify and share coordination opportunities among EWG Members.
- Enhance inter agency and cross thematic coordination on key approaches and cross thematic areas.
- Develop mechanisms and procedures to expand the inclusive and effective representation of NGOs in the EWG.
- Develop procedures and tools for encouraging participation and representation of local partners in EWG membership and decision-making mechanisms and identifying and addressing their institutional capacity gaps
- Support the empowerment of local NGOs that provided services to refugee community and identify and address barriers that prevent them from active participation; especially refugee led NGOs.
- Display neutrality and act as the representative of all Education Working Group Members
- Capture and develop EiE approaches in Egypt to better address the needs of the refugee communities.
- Engage with members on discussions around their contribution to overall EWG strategy and advocacy.
- Work closely with all members to develop models and action plans for operationalizing the EWG strategy.
- Review existing strategies and plans to identify and discuss linkages and opportunities e.g., with Education Sector Plan, Refugee Joint Platform plans etc
- Periodically revise and develop overall EWG plans.
- Support the costing and budgeting of proposed action plans and models that lead to operationalization of the EWG strategy.
- Disseminate the EWG strategy and Advocacy with all relevant partners and in close coordination with the EWG members.
