**Background**

MNC03 is the country department managing the Egypt, Yemen, and Djibouti country programs. The WBG is a major development partner for all three countries. MNC03 is seeking to recruit a highly motivated Extended Term Consultant (ETC) to be based in Cairo, Egypt or Amman, Jordan, reporting directly to the Yemen Resilience, Recovery and Reconstruction Umbrella Trust Fund Program Manager.

Established in May 2022, the Yemen Resilience, Recovery and Reconstruction Umbrella Trust Fund (Yemen Fund) was established at a critical juncture of the 9-year long conflict in Yemen in recognition of the need for a flexible and coordinated response to the fluid situation on the ground and the critical importance of early readiness for agile post-conflict turnaround. Over a 10-year horizon (2022-20232), the Yemen Trust Fund will continue to provide financing as well as remain a convening platform to address the resilience, recovery, and reconstruction needs for all Yemenis, especially the most vulnerable, with a focus on Inclusive Service Delivery, Equitable Economic Opportunities and Jobs, Green Reconstruction and Program and Transition Enablers.

Since its inception, the Yemen Fund has quickly grown to finance 22 grants, complementing the World Bank budget and leveraging IDA's large investments in Yemen, a US$ 2 billion program implemented in partnership with UN agencies and international institutions. Currently funded by the United Kingdom, the Kingdom of the Netherlands, and the Swiss Confederation, the Yemen Fund totals $26.2 million, with a significant opportunity to scale up the program.

**Job Duties and Responsibilities**

The Extended Term Consultant (ETC) is expected to support the Yemen Fund Program Manager, working within a multi-disciplinary team, to ensure the implementation of the activities related to the delivery of the Yemen Fund Program, notably:

- Collect and maintain Yemen Fund documentation including collect, classify and continuously update all material relevant to the grants funded by the Yemen Fund.
- Provide high-quality support for Trust Fund administration, including developing systems for efficient monitoring of disbursement, commitments, and timely delivery of work programs, maintaining updated shared folders.
- Deliver the Yemen Fund Annual Report, including reaching out to task teams, information gathering, quality control and synthesis of the input received for the task teams.
- Contribute to the development and maintenance of the annual workplan and program, as well as support the preparation of the semiannual Partnership Council meeting.
- Coordinate the relationship with both internal and external stakeholders, as well as occasionally participate in the donor coordination meetings, when requested.
- Monitor the Yemen Fund Portfolio and lead on results management, by maintaining the results framework and the collection of the required evidence.
- Maintain ongoing communication with the Yemen Country Management Officer to ensure alignment with the wider Yemen Country Program.
- Focus on communication activities, and the launch and maintenance of the Yemen Fund newsletter, handout and website, in coordination with the central communications unit.
- Research and prepare analysis and presentations as needed.
- Any additional task related to the administration and management of the Yemen Fund.

Selection Criteria

We are looking for an Extended Term Consultant - Operations Analyst, with operational experience, who preferably worked on Yemen or other Fragility, Conflict & Violence (FCV) Countries. An understanding of economic and social science concepts is essential, as is a demonstrated track record in country dialogue, good judgment, demonstrated experience in tailoring analysis and effectiveness in working collaboratively with teams from multiple stakeholders.

The Operations Analyst should meet the following selection criteria:

- Proven track record in conducting operational analysis, report preparation, and team support, ideally in a fragile and conflict affected environment.
- Solid oral and written communication skills, with the ability to simplify technical content and deliver on periodic reporting requirements.
- Strong interpersonal communication skills, able to engage with diverse stakeholders, collaborates effectively within and across teams, respecting diverse perspectives and fostering productive relationships.
- Responsible for identifying data sources, data collection, aggregation and verification.
