Purchasing Section Head

**Job Summary**:
The Purchasing Section Head is responsible for overseeing all aspects of the purchasing process within the organization. This includes developing and implementing procurement strategies, managing vendor relationships, negotiating contracts, and ensuring the timely and cost-effective procurement of goods and services. The Purchasing Section Head will lead a team of purchasing professionals, providing guidance, training, and support to ensure efficient and effective operations.

**Accountability and Responsibility**:
**1. Procurement Plan**: Establish, execute, and review a procurement plan for receiving and tracking project materials specific to your discipline. This involves optimizing quality, cost, and timely delivery criteria.

**2. Team Management**: Manage, coordinate, and monitor the assigned procurement team to ensure compliance with the procurement department's processes. Provide guidance, support, and training to team members as needed.

**3. Supplier Interviews**: Conduct interviews with prospective suppliers either face-to-face or over the phone to negotiate prices, discounts, terms, and other relevant details.

**4. Purchasing Records**: Prepare, maintain, and review purchasing files and records, including price lists, status of requisitions, contracts, and orders. Locate suppliers, approve bills for payment, calculate order costs, and ensure proper invoicing.

**5. Review and Monitoring**: Review and monitor purchase requisitions (PRs), offer status, and approved purchase orders (POs) for your assigned discipline. Ensure that prepared purchase orders comply with received PRs before releasing them to suppliers.

**6. Material and Supplier Portfolio Optimization**: Determine which materials should be purchased in bulk and consumed as needed from inventory by projects, and which materials are best acquired as needed for specific projects. Optimize the material and supplier portfolio accordingly.

**7. Communication with Procurement Manager**: Prepare and communicate product directions, availability, lead times, model transitions, and cost roadmaps for key materials to the Procurement Manager. Support and lead cost reduction efforts where appropriate.

**8. Returns, Replacements, and Claims**:Monitor and support returns, damage replacements, and warranty claims related to procurement activities. Take necessary actions to resolve issues and ensure satisfactory outcomes.

**9. Cost Savings and Targets**: Keep track of and support efforts to achieve savings and cost avoidance targets set by the organization. Implement strategies and initiatives to optimize procurement costs.

**10. Progress Reporting**: Issue weekly progress reports to your direct manager, providing updates on procurement activities, milestones, and any challenges or concerns.

**11. Contractual and Delivery Dates**: Ensure that contractual and delivery dates are accurately updated and maintained for your assigned section. Monitor compliance and take corrective actions when necessary.

**12. Supplier Interface and Negotiations**: Act as the primary interface with suppliers during fact-finding audits and formal contract/subcontract negotiations for key items or services. Support the identification and evaluation of new supply sources where existing suppliers are no longer competitive.

**To succeed in the role of Purchasing Section Head, the following qualifications and skills are necessary**:
**1. Experience**:A minimum of 9 to 12 years of experience in purchasing or supply chain management is required. Previous experience in managing procurement activities for electrical substations projects is highly desirable.

**2. Global Markets Experience**: Demonstrated experience in working with global markets is essential, as it will enable you to navigate international supplier networks and understand the dynamics of sourcing from different regions.

**3. Education**:A bachelor's degree in engineering or a related field is required. This educational background will provide you with the technical knowledge necessary to understand the specifications and requirements of the materials and equipment being procured.

**4. Negotiation Skills**: Expertise in negotiating with suppliers and subcontractors is crucial. You should have a proven track record of achieving favorable terms and conditions while maintaining strong relationships with vendors.

**5. Communication Skills**: Effective communication skills, both verbal and written, are essential in this role. You will be interacting with internal stakeholders, suppliers, and subcontractors, so the ability to articulate requirements, negotiate effectively, and build collaborative relationships is vital.
