Job Title: Document Controller – Completion & Commissioning (Oil & Gas)

Position Summary

The Document Controller is responsible for managing, controlling, and maintaining all project documentation during the Completion & Commissioning (C&C) phase of oil & gas projects. This role ensures accuracy, compliance, traceability, and timely distribution of all technical documents in accordance with project procedures, contractual requirements, and industry standards.

Key Responsibilities

Document Management

  • Establish, implement, and maintain document control procedures aligned with project and corporate requirements.
  • Manage the receipt, review, registration, tracking, distribution, and archiving of all C&C documentation, including:
  • ITRs (Inspection Test Records)
  • Commissioning dossiers
  • Punch lists
  • P&IDs, isometrics, drawings, and redlines
  • MOC documents
  • Vendor packages and technical files
  • Maintain project documentation in the Electronic Document Management System (EDMS) such as Aconex, Prodoc, Documentum, SharePoint, or similar.
  • Ensure all documents are formatted, coded, and filed according to project numbering systems and metadata requirements.

Completion & Commissioning Support

  • Support the C&C team with compiling Mechanical Completion (MC), Pre-Commissioning, and Commissioning packages.
  • Track and update status of ITRs, equipment readiness, subsystem completions, and turnovers.
  • Assist engineering, construction, and commissioning teams with the latest revision-controlled documents.
  • Coordinate with QA/QC and discipline leads to ensure documentation completeness for handover to Operations.

Quality & Compliance

  • Ensure all documentation adheres to project specifications, client standards, and regulatory requirements.
  • Perform quality checks to ensure documents are accurate, complete, and compliant.
  • Maintain audit trails, revision histories, and transmittal records.

Communication & Coordination

  • Interface with internal teams, contractors, vendors, and client representatives to facilitate document flow.
  • Prepare and issue transmittals, document status reports, trackers, and registers.
  • Participate in documentation reviews, punch-list meetings, and turnover coordination sessions.

Handover

  • Organize and compile final project documentation, including As-Built dossiers and Handover Packages (HOP).
  • Ensure all required documents are finalized and submitted to the client for project close-out.

Qualifications & Experience

  • Diploma or degree in Engineering, Business Administration, Information Management, or related field.
  • 3–10 years of experience as a Document Controller, preferably in Oil & Gas projects.
  • Experience in Completion & Commissioning documentation processes is highly desirable.
  • Proficiency in EDMS platforms such as:
  • Aconex
  • Procore
  • Aveva (VEMS/NET)
  • SharePoint
  • OpenText
  • Strong knowledge of oil & gas project documentation, including ITRs, MC/Pre-Comm/Comm packages, vendor documentation, and QA/QC records.

Skills & Competencies

  • Excellent organizational and attention-to-detail skills.
  • Strong understanding of document numbering, revision control, and metadata management.
  • Ability to work in a fast-paced, multi-discipline environment.
  • Strong communication and teamwork abilities.
  • High proficiency in Excel, database tools, and document control software.

Work Environment

  • Onshore or offshore project site, project office, or EPC environment.
  • May require rotation schedule and coordination with multiple time zones.
  • Close collaboration with Engineering, Construction, QA/QC, and C&C teams.
