Oil & Gas Senior Business Developer (Mechanical Engineering) with strong EPC/EPCM experience

Al Hayat Tenders (AHT) is a leading Algerian EPCM and representation company operating across the Power Generation, Oil & Gas, and Industrial sectors.

We are supporting Chinese contractors, EPCs, OEMs, and suppliers in their entry into the Algerian energy market. We guide partners through qualification, vendor registration, government engagement, and full tender participation with major clients such as Sonatrach and other public-sector entities.

Position Summary

We are seeking a
Senior Business Developer (Mechanical Engineering) with strong EPC experience
to support AHT's growth with Chinese partners and Algerian government clients. The role combines partner qualification, bid coordination, government tender management, negotiation, and structured communication between all stakeholders.

This role is both
strategic and hands-on
and requires deep understanding of the EPC tender lifecycle, government procurement rules, and multi-stakeholder coordination.

Key Responsibilities

1. Market Scanning & Opportunity Identification

• Monitor Algerian government portals, public procurement systems, and internal sources for upcoming EPC opportunities.
• Assess opportunity fit based on technical requirements, contract size, and partner capabilities.
• Provide market intelligence on trends, competitor activity, and new potential project pipelines.

2. Partner Engagement & Qualification

• Act as the main focal point for Chinese EPC contractors, OEMs, and suppliers entering the Algerian market.
• Evaluate their technical capability, references, experience, financial strength, and track record.
• Conduct due diligence to ensure partner legitimacy and alignment with AHT reputation and risk policies.
• Support partners through the full vendor registration process (IBL, AVL, prequalification with Sonatrach and government entities).

3. Tender & Bid Management

Manage the
end-to-end bidding process
, including:

• Reviewing RFI/RFQ/ITT documents and extracting technical and commercial requirements.
• Preparing compliance matrices, submission checklists, and requirement summaries.
• Coordinating with engineering, legal, and finance departments to prepare high-quality proposals.
• Managing clarifications with the client through the AHT Algeria team and consolidating responses for partners.
• Supporting pricing strategy, cost breakdowns, and commercial alignment with partners.
• Ensuring all documents, forms, technical files, and pricing submissions follow government procurement standards.
• Managing multiple simultaneous tenders under strict deadlines.

4. Stakeholder Coordination & Communication

• Serve as the communication bridge between Chinese partners and the AHT Algeria execution team.
• Track all clarifications, documents, updates, and decisions in an organized and traceable manner.
• Monitor deliverables and proactively follow up to prevent any delays or gaps in submission.
• Maintain continuous communication until technical and commercial evaluations are complete.

5. Negotiation & Agreement Management

• Participate in discussions with Chinese EPC partners to define responsibilities, commercial frameworks, and compensation structures.
• Support drafting and reviewing cooperation agreements and tender-specific MoUs.
• Assist in negotiation of terms and conditions, risk allocation, and obligations before bid submission.
• Support contract award phase and ensure commitments are clearly captured and documented.

6. Reporting, Documentation & Intelligence

• Maintain structured bid records, version control, clarifications logs, and submission archives.
• Report status of active tenders, partner progress, and upcoming opportunities.
• Analyze bid outcomes, identify win/loss drivers, and recommend improvements.
• Provide ongoing market intelligence on EPC trends and emerging opportunities in Algeria.

Qualifications

Must Have

• Bachelor's degree in Mechanical Engineering
• 8–10 years of experience
  in EPC business development or government tender management.
• Strong experience with complex EPC bids, especially in Oil, Gas, Petrochemicals, or Energy sectors.
• Solid understanding of government procurement guidelines, bid evaluation criteria, and prequalification.
• Proven ability to coordinate technical and commercial inputs across distributed teams.
• Excellent English communication and presentation skills.

Preferred

• Experience with Chinese EPC contractors or suppliers.
• Background working with NOCs, ministries, or government-owned entities.
• Knowledge of Odoo or similar ERP/project tracking systems.
• Experience in Algeria or North African EPC markets.

Work Structure

• Based in the Egypt office with daily coordination with China and Algeria.
• Role is office-based but involves online meetings across multiple time zones.
• Works closely with AHT Algeria team responsible for client-side communication and on-site meetings.
