The position

The Om Habibeh Foundation (OHF) is an Egyptian non-profit organization established in 1991 under the supervision of the Ministry of Social Solidarity. OHF is the implementation agency for the Aga Khan Foundation Egypt and is an affiliate of the Aga Khan Development Network of organizations and was founded by Om Habibeh Mohamed Shah Aga Khan to contribute to and support local communities in the governorate of Aswan in areas including health care, education, and providing income for deprived communities through long-term development activities. OHF works in the following areas: Continuing Education, Civil Society, Agriculture and Food Security, Economic Inclusion, Women Empowerment and Early Childhood Development.

**POSITION OBJECTIVES**:
The incumbent is required to work under the supervision of the Country Manager with functional reporting relationship to the AKF HO Finance in terms of adhering to the global finance policies and procedures and following budget/reporting guidelines as well as participation in the Finance CoP.

**RESPONSIBILITIES**:
**Oversight of Finance Functions**:
Ensure strong and timely financial administration within a strict control environment, including management of the annual budget process and expenditures, and ongoing financial processes in coordination with AKF Head Office.
Ensure effective management of monthly cash and bank balances requirement as per the local needs, including managing relationships with local banks.
Improve mechanisms and approaches for risk free property management including safeguarding both Foundations’ assets and properties in consultation with the Country Manager and local board.
Monitor procurement practices to ensure value for money, especially in areas of significant purchasing activity, such as programme and administration expenses.
Manage expenses, budgets and perform financial forecasting and ensure expenditures are aligned with budgets and available funding.
Review and post adjusting and recurring journal entries and update general ledger accounts; analyze and reconcile accounts; generate monthly trial balance; prepare year-end accruals and adjustments; and ensure FIS backups are performed.
Conduct regular and special revenues and expenditure analyses and monitor reports, and cash flow forecasting, comparing budget versus actual.
Administer the day-to-day cash & bank operations, payments, procurement, staff payroll, petty cash etc. for AKF, Egypt, OHF & Villa Nur El Salam.

**Compliance Management**:
Ensure risk-based financial capacity building and compliance reviews of the projects.
Develop a comprehensive approach to compliance management with regards to all applicable legal and regulatory systems, especially corporate, charity, and local tax laws.
Oversee all payments and contracts with vendors, consultants, and donors, ensuring accuracy, timelines and compliance with legislative and donor requirements.
Ensure compliance with relevant legislation, bylaws, donors’ regulations including timely payment of taxes and social insurance.

**Reporting**:
Manage effective planning and execution of interim and annual final audits, internal audits and donor audits including the preparation of draft accounts for AKF, Egypt and OHF.
Manage funds for multi-year grants, create short and long-term plans, and ensure that all departments are in line with the available donor budgets.
Monitor and review all proposals and donor reports from a financial and budget perspective.
Complete and report on the monthly/yearly closing procedures including internal unit funds, bank reconciliations and fund reconciliations to follow up on donors’ funds receivables.
Review donors’ financial reports and any AKDN due reports and ensure matching approved budgets and reasonable forecast and ensure reports are signed off by the concerned staff.

The requirements

**QUALIFICATION & EXPERIENCE**:
Must have a bachelor’s degree in finance and accounting. CMA, CFM, MBA, or CPA is an asset.
Minimum 10 years of working experience, 5 of which are in a managerial position, preferably in the NGOs field.
Knowledge of budgeting and financial reporting is essential. Extensive and demonstrated knowledge of current legislation with a thorough understanding of current accounting standards will be an additional feature.
Working experience with international donors and audit related work.
Working knowledge of computerized accounting system. Experience with MS Business Central would be an edge.
Strong knowledge of Microsoft Office, specially Word and Excel.
Strong work ethics and unquestionable integrity; and
Excellent command of written and verbal English & Arabic Languages.
