Strategic Health Governance Specialist

**Job Overview**
The World Health Organization is seeking a highly skilled Strategic Health Governance Specialist to join its team. This role plays a critical part in providing technical guidance and support to Member States in developing health policies, strategies, and plans.
Main Responsibilities
- To provide authoritative technical advice on health systems governance and financing to Member States, with a focus on achieving universal health coverage and ensuring health security.
- To analyze and develop policies and strategies related to health systems governance and financing, taking into account regional and national contexts and counterparts' collaboration.
- To coordinate the development and dissemination of frameworks and guidelines related to health systems governance and financing.
- To guide economic analyses of health policies and strategies, including assessing, designing, and monitoring national health financing policies and strategies.
- To develop capacities in the use of economic tools in health policy, planning, and management, including cost analysis in health facilities and cost-effectiveness studies.
- To facilitate research and develop capacities in health governance, policy, planning, and management, as well as in health economics and financing.
- To strengthen regional capabilities in analyzing health governance and financing strategies aimed at providing recommendations for improving health system performance.
- To implement EMR initiatives, including national health policies, strategies, and plans development, national health accounts, burden of disease, and cost-effectiveness studies aimed at improving priority setting in health systems.
- To promote networking between health professionals in the region dealing with health systems governance and financing.
- To develop institutional capacity for sustainable results of WHO action programs in the area(s) assigned in Member States through the provision of advice on the design of structures, the ability to assess risks and challenges, and to monitor and evaluate outcomes according to specified indicators.
- To coordinate the design of frameworks and guidelines for Member States and their institutions, including through the preparation of technical reports, discussion papers, and technical studies based on research and analytical work.
- To advocate in WHO forums for innovative health economics tools and exchange of experiences between countries using economic analysis in their managerial processes.
- To lead and expand WHO's leadership in the assigned areas of specialization.
- To build partnerships and collaborate with appropriate technical networks, institutions, universities, and WHO Collaborating Centers for developing appropriate training courses for national capacity building in health systems governance and financing.
- To perform all other related duties as assigned.
About the Ideal Candidate
We are looking for an individual with a strong background in health economics, public health, or a related field. The ideal candidate should have:
- A Master's degree in Medicine, health system, health economics, or Public Health.
- At least 10 years of international experience in health system governance or health economics and financing.
- Excellent drafting skills to produce reports, policies, and documents.
- Expert knowledge of health systems governance and financing, as well as analytical skills in health economics.
- Excellent communication skills to provide expert advice on substantive issues and to defend and explain difficult issues with respect to action plans and WHO's position in health system governance.

The World Health Organization offers a competitive salary package, including a variable post adjustment, which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
