**BACKGROUND AND PURPOSE OF THE ASSIGNMENT**:
The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger. Every day, WFP works to ensure that nobody goes to bed hungry and that the poorest and most vulnerable, particularly women and children, are able to meet their food and other essential needs.

WFP endeavours to reach as many people in need as possible utilising available resources. This means making sure that assistance reaches the most vulnerable, while limiting the risk of assistance going to non
- intended persons. The Cash-Based Transfer (CBT) Division in HQ has been tasked with leading on WFP’s corporate systems and services for identity management for WFP’s in-kind and CBT programmes and it is providing services and support to country offices, external partners and governments to achieve their programmatic goals.

A service-model that includes clearly defined and agreed deliverables, transparent costs and overall excellent service provision to customers is in place. CBT is therefore recruiting a Budget and Programming Officer role who will use her/his technical knowledge and experience to analyse data, prepare reports, provide advice and solutions to problems, and identify opportunities for improvements in the procedures related to service provision and to CBT more generally, in both the PSA budget, the country portfolio budget, and any other relevant budgeting/funding mechanisms (for example, the global thematic services budget, the IRA, etc).

**JOB PURPOSE**:
To establish an approach to funds management for CBT that promotes budget discipline and best use of funds at the global and country office levels.

**KEY ACCOUNTABILITIES**:

- Participate in the development and implementation of plans and procedures for budget and programming activities related to CBT, ensuring that objectives are achieved in compliance with divisional, corporate, country and functional strategies.
- Ensure normative guidance on funds management supports the implementation of “state of the art” CBT operations globally.
- Create and review the budget plans and forecasts for cash services, monitoring ongoing project performance against budgets, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimize resources.
- Monitor and provide advice on actions related to project closure and resource transfer.
- Monitor and provide advice on fund utilization and advance financing, loan and borrowing, repayment and refinancing arrangements; alert CBT managers and service owners to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses and propose appropriate solutions.
- Monitor and manage the resource pipeline for the CBT division to maximise operational effectiveness and provide advice on resource allocations based on severity of funding shortfalls using relevant tools.
- Coordinate and prepare accurate reports, to provide consistent information for stakeholders, and to identify trends/issues and propose solutions that support decision-making by senior management.
- Analyse data and propose well-researched ideas to senior officers for improvement to systems, techniques, tools, processes and procedures to better monitor and manage budgets and funds.
- Build capacity of WFP staff in budgeting, fund management and operational planning, through preparing and delivery training, coaching, guidelines and manuals.
- Represent the division at internal meetings/committees/working groups as required, in order to contribute to discussion of key issues from a budget and resource programming perspective.
- Manage junior officers/staff to ensure appropriate development and enable high performance.

**Desired experience for entry into to the role**:
Has experience translating operational requirements into financial information.

Has experience preparing budgets and reports for WFP management, and reviewing country office plans and budgets.

Has experience using WFP’s ERP (WINGS).

Experience in service provision in the humanitarian sector is desirable.

**Education**:
Advanced University degree in Business Administration, Finance, Economics or other relevant field, or First University degree with additional years of related work experience and/or training/courses. Chartered accounting certificates are a plus.
