**Purpose of the Consultancy**

The purpose of this international consultancy is to assist the Violence, Injuries and Disabilities programme (VIP) in EMRO in supporting national efforts to improve access to assistive technology in countries of the Region.

**Background**

WHO’s endeavors to support EMR country efforts in improving access to assistive technology drawing on resolutions EM/RC63/R.3 and WHA71.8 under the related joint HPD-UHS cross-departmental initiative.

Assistive technology plays an important role in maintaining and improving people’s functioning and well-being, enabling people to lead healthy, productive, independent and dignified lives, participating in education, the labour market and social life. It is needed by a wide range of people worldwide, including people with chronic health conditions, people with disabilities and elderly people, as well as those who may experience temporary or life-long impairment or functional decline across the life course. The increasing need for assistive technology and rehabilitation services is driven by the rise in noncommunicable diseases, injuries and ageing populations. Given the growing demand, assistive technology services need to be available within health care services.

While nearly 100 million people in the WHO Eastern Mediterranean Region are in need of one or more assistive products, only 1 in every 10 of them have access to the products they need. This huge gap in access is observed across the countries of the Region, despite their diversity in terms of income level and development. Long-standing emergencies and conflict in some countries of the Region have resulted in injuries and disability on a large scale, with mounting unmet needs for assistive technology.

Seven countries in the Region are already actively working on improving access to assistive technologies and plans for expanding to more countries. The current consultancy is to assist EMRO in supporting regional and country efforts including data collection and reserach, strategic planning, capacity building and integration of assistive technology provision in all levels of health systems.

Start date: 1 /June /2023

End date: 30/November/2023

**Work to be performed**

To assist WHO EMRO in developing the regional and national documents and in preparing for the related activities in close consultation with the concerned technical team.

Output 1: Support the regional efforts aiming to improve access to assistive technology at the regional and national levels

Deliverable 1.1: Support the development and review of national reports and plans and documents including those based on the rATA surveys and any other assessments done in EMR countries.

Deliverable 1.2: Facilitation of the development and finalization of regional materials on assistive technology including the regional report on assistive technology and Arabic versions of related global documents

Deliverable 1.3: Technically support any workshops or meetings aimimg to launch and/or disseminate the developed reports and documents.

Deliverable 1.4: Facilitate and coordinate EMRO engagement in WHO global initiatives on assistsive technology to ensure that regional and country considerations are taken into account.

Output 2: Support regional efforts in developing a model for integration of assistive technology provision at primary healthcare level in EMR.

Deliverable 2.1: Conduct a literature review of relevant models of integrated disease/condition specific service provision at primary healthcare level globally and in the Region.

Deliverable 2.2: Draft a proposed model for integrated assistive technology provision at primary healthcare level for WHO review and feedback.

Deliverable 2.3: Coordinate consultations around the proposed model with selected experts from the Region and beyond and update it based on received feedback.

Deliverable 2.4: Provide technical advice in piloting of the model in at least one EMR country.

Deliverable 2.5: Finalize the model based on the piloting exercise and feedback from concerned national counterparts.

**Specific requirements**
- Qualifications required:
Essential: University degree in medicine, public health, social sciences

Desirable: Master's degree in public health, social sciences
- Experience required:

- 5 to 10 years of relevant experience in public health, health systems planning at regional and national levels with some insights into and preferably experience in assistive technology.
- International experience is mandatory for international consultants.
