**OBJECTIVES OF THE PROGRAMME**:
The programme envisions a region where all health-related policies, decisions on healthcare development and implementation, and innovations are informed by best available evidence from verifiable knowledge, research and reliable information. The programme's mission is to strengthen the capacity of Member States to improve availability, quality and use of evidence from reliable information, research and other sources of knowledge, and to enhance effective innovations toward Universal Health Coverage and health related Sustainable Development Goals.

**DESCRIPTION OF DUTIES**:
The incumbent will perform the following duties:
1- Lead and expand WHO's leadership in areas of digital health innovations for health.
2- Support Member States through policy analysis and development of appropriate frameworks to promote national capacity building action programs in digital health and innovation, with special emphasis on the implementation of the regional and global strategies for digital health in response to country priorities and health emergencies
3- Support and coordinate training and capacity development at the regional and country levels, including in areas of digital health, eHealth, mHealth, artificial intelligence and tele-health and their use in health programmes and health systems.
4- Coordinate and lead capacity building initiatives related to implementation of related international standards and norms, evidence generation and governance mechanisms.
5- Provide overall coordination on technical advisory services on policies and strategies relating to digital health and innovation, conduct situation analysis and monitor progress.
6- Develop institutional capacity for sustainable results of the WHO action programs through provision of support for countries in the development of national digital health strategies, incl. conduct of situation analysis, development of action plans and road maps, digital health architecture and indicators, inventory of digital solutions, and sustainable financing approaches.
7- Promote innovation and the development of technology and digital health solutions, which lead to improving the performance of health systems and population health outcomes.
8- Build partnerships and collaborate with appropriate technical networks, institutions, universities and WHO Collaborating Centers for developing appropriate training courses for national capacity building.
9- Foster collaboration and coordinate efforts with international partners and donor agencies to mobilize resources and facilitate effective utilization of resources for projects and new initiatives.
10- Work in collaboration with colleagues at all levels in WHO and external partners and collaborators in advocacy to facilitate the implementation of joint action plans.
11- Perform all other related duties as assigned.

**REQUIRED QUALIFICATIONS**:
**Education**:
**Essential**: Master's degree in digital health, information technology, information management, computer sciences or a related field.
**Desirable**: PhD in one of the above.Qualifications in public health, medicine, health policy, health economics, business administration or epidemiology

**Experience**:
**Essential**: A minimum of 10 years of relevant experience at the national and international levels in conducting and managing large scale public or private digital health programmes providing technical and policy development, of which at least 3 years should be at international level. This should include at least five years of senior managerial experience.
**Desirable**: Previous experience with UN. Academic designation at the level of associate or full professor positions. Previous experience in a low
- or middle-income country.

**Skills**:

- Expert knowledge of the substantive field(s) of work in general and in the specific areas being delegated.
- Proven ability to manage the work of a team requiring an in-depth understanding of its strategic direction and is able to integrate the work of the team into the assigned work programme.
- Excellent communication skills to provide expert advice on substantive issues and to defend and explain difficult issues with respect to action plans and WHO's position in the assigned area(s).
- Sound judgment and decision-making skills to identify the key issues in a complex situation and finds solutions to problems and takes decisions with an eye to the impact on stakeholders and counterparts and on the Organization.
