**Project Description**:
The WESE program is five-year USAID-funded project designed to engage, leverage, and partner with the private sector as well as public social service initiatives to encourage women’s participation in the workforce; generate demand for financial services; promote tailored, market-based solutions to women’s economic empowerment; and strengthen GBV prevention and response such that women become more economically and socially resilient.

WESE activities **_integrate, mutually reinforcing private and public sector-led approaches_** that aim to **_change power relationships, transform structures, and build agency_** to effect results along critical change pathways. The program interventions are designed to lead women in priority governorates feeling safe, valued, and empowered at work; motivated and able to embrace financial autonomy; and respected and free from violence in their homes, communities, and workplaces.

The program works closely with **_market-based partners_** to develop, lead, scale, sustain, and champion innovative solutions, recognizing the economic AND social benefits of gender-inclusive, empowering policies and practices.

**Job Summary**:
The Subgrants Officer is responsible for effective and efficient management of grants administration and to ensure that the grant management and administration function is always in compliance with Pathfinder and USAID policies and procedures.

**Primary Responsibilities and Duties**:

- Provide day to day administration of sub-grants and subrecipients, including tracking budgets, payments, compliance, modifications and reporting;
- Support Finance & Subgrants Manager with capacity building and training of local partners, including development of policies recommended during initial start-up phase;
- Coordinate the pre-award assessments and award negotiation;
- Ensure required vetting has been completed prior to engagement;
- Ensure technical, financial, and administrative compliance with Pathfinder and USAID sub-grant management and reporting procedures;
- Review technical and financial reports, and ensure timely processing of subgrantee payments including follow-up as needed;
- Perform periodic desk and site visits review to subgrantees and subrecipients;
- Monitor the status of subgrants activities in comparison with the overall budget and propose ideas where necessary for potential modifications, extensions or any appropriate actions accordingly;
- Liaise with technical staff to ensure programmatic monitoring and achievements;
- Provide guidance and interpretation to program staff as well as WESE partners / grantees on grants policies, procedures and USG regulations;
- Ensure that subgrantee communication and support is well-coordinated;
- Ensure that grant master files are always up-to-date and ready for audit;
- Other duties as assigned.

**Required Qualifications**:

- Bachelor’s degree in Business Administration. OR any equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved.

**Knowledge, Skills, and Abilities**:

- A minimum of 7 years of experience working in finance/grants management in the development sector, with proven experience of grants management under USAID or USG funded programs;
- Demonstrated experience and skill with budget preparation and analyses, financial reporting, and proven ability to translate technical financial data into informative reports;
- Extensive knowledge of USAID rules and regulations including CFR 200, Standard Provisions and ADS concerning financial management and reporting, subcontracting, and procurement;
- Professional verbal and written abilities in both English and Arabic;
- Ability to multitask in a high-paced environment;
- Strong ethics and reliability;
- Excellent interpersonal and written communication skills, problem-solving ability; and,
- Proficiency with MS Office Suite, with excellent MS Word and Excel skills.

**Effort, Reporting and Other Administrative Requirements**:
The Subgrants Officer is a full-time position that reports to the Finance & Subgrants Manager who will coordinate all aspects of his/her employment, including but not limited to job description, duties, qualifications, working environment, and performance.

**Working Environment**:
This position will interact with the finance team, program team, grantees and subrecipients. May travel to various locations within Egypt, specifically WESE defined governorates.
