**Project Description**

The USAID Teach for Tomorrow activity supports the Egyptian Ministry of Education and Technical Education (MOETE) in strengthening systems related to two key areas - 1) the design and adoption of effective continuous in-service teacher professional development (CTPD) for educators in the primary cycle and 2) professional teacher licensing/certification and promotion. USAID Teach for Tomorrow will support MOETE in monitoring, sustaining, and improving the quality of educators, particularly with regards to relevant pedagogy and leadership skills of teachers, coaches, supervisors, and school leaders, through institutionalized mechanisms at the central, governorate and district levels. Support will include the design and delivery of an innovative blended learning system (digital media as well as traditional face-to-face teaching) for teacher professional development that will assist teachers to infuse critical thinking, inquiry, and problem solving into their instructional practices.
**Position Description**
- Essential Functions, but are not limited to:_
- Supports the Deputy Chief of Party in conducting day-to-day finance operations, including implementation of EDC and USAID policies, procedures and systems;
- Responsible for the preparation of project monthly financial reports and tracking of spending against the approved budget;
- Manages the process of clearing bills, advance reconciliation, payments, and vouchers, including a review and certification of supporting documentation to ensure it is compliant with local tax laws, as well as USAID and EDC policies;
- Responsible for project transactions in QuickBooks to ensure utilization of the correct charge codes and monitoring alignment to budgeted activities;
- Responsible for the bank reconciliation of each account prior to the monthly close;
- Ensures timely preparation and submission of statutory returns, reports and tax compliance;
- Works closely with the project Finance and Administrative Assistant to ensure all employees and vendors are vetted according to USAID and EDC policies;
- Models standards of accuracy, timeliness and adherence to policies and guidelines that enables others to perform with due diligence;
- Provides support to costing and budget realignment efforts in collaboration with HO Finance Manager;
- Ensures that accounting staff work smoothly with technical teams to accomplish project goals in a manner consistent with policies and procedures; models collaboration with technical leaders;
- Responsible for wire transfer requests locally and from home office;
- Works closely with the EDC Home Office in Washington, DC, to ensure reconciliation of monthly expense reports and respond to any inquiries, as necessary;
- Assists in the preparation of monthly financial spreadsheets, cash flow forecasts in accordance with appropriate procedures;
- Provides necessary information to payroll service provider to ensure salaries are being processed in accordance with requirements;
- Ensures all supporting financial documentation on a monthly basis are properly scanned and filed per EDC file retention policies;
- Supervise and train the project Finance and Administrative Assistant on finance related tasks;
- Demonstrates a high level of professionalism and ethics when dealing with documentation and related information on sensitive and confidential matters, as well as with EDC colleagues;
- Conducts checks on compliance with USAID’s Anti-Terrorist Certification (“ATC”) regulations; and
- Other duties as required.

**Qualifications**:
The Finance Manager shall have at a minimum the following qualifications:
**Education**

Bachelor’s degree in accounting, finance or other related degree required in international development field, USAID is preferable, other related professional certificates are required.
**Skills and Experience**
- 7 to 8 years of directly relevant experience in accounting required;
- Experience supporting large USAID or other international donor-funded projects required;
- Proficiency working with QuickBooks accounting system required;
- Proficiency in MS Excel and MS Word;
- Knowledge of Egyptian labor and tax laws;
- Detail-oriented and organized;
- Must be able to work within a cross cultural setting, negotiate diplomatically, and function well under pressure; and
- Ability to work independently, as well as within a team in difficult work environment.
**Language**

Fluency in Arabic is required. Proficiency in English is required.
