Result of Service
Upon completion of the assignment, 2 land valuation studies should be delivered. In addition to a report on the land valuation methodology framework and a manual. The efforts will lead to a determination of the value of the encroached lands to encourage further development of the land, increase its market value and improve the built environment.

**Responsibilities**:
Organizational Setting:
UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. It is the focal point for all urbanization and human settlement matters within the UN system.

Introduction:
Urbanization is a key driver of development and cities are seen to be on the frontline of many of the global challenges the world is currently facing. In Egypt, 75% of the GDP is generated in urban areas and 80% of the jobs are in existing cities. However, unplanned, and imbalanced urbanization contributes strongly to inequalities and inefficient use of resources. 68 percent of the total population are living in three regions, Greater Cairo Region, Alexandria and Delta; representing 1.8 percent of Egypt’s total area, while 77 cities comprise 4 percent of the urban population.

In this context, the Greater Cairo Region (GCR) -being one of the world's largest and important metropolitan areas
- play a vital role as Egypt's political and economic capital, apart from being one of the largest urban agglomerations in the Arab world, Africa and the world. Its population of 20 million people is distributed over 3 governorates, i.e. Cairo, Giza, al-Qalubiya.

In light of the State policy of achieving sustainable development and in recognition of the urban, political, social and economic role GCR plays, the General Organization of Physical Planning (GOPP), as the technical arm for the Ministry of Housing, Utilities and Urban Communities (MHUUC) prepared a Long-term Strategic Development Vision for GCR. Under a technical cooperation agreement between UN-HABITAT and the GOPP, the vision aimed to achieve sustainable development through improving the quality of life for residents and increasing the competitiveness of the region. Following the created vision, the cooperation project ‘Strengthening Development Planning and Management in Greater Cairo’ was initiated in June 2016 to ensure continued effective implementation of outcomes & results of the vision and to contribute effectively to the realization of priority projects.

In light of the current efforts to develop the Fustat area and its surrounding encroached lands, the Ministry of Housing (MoH) represented by the General Organization for Physical Planning (GOPP), in addition to the New Urban Communities Authority (NUCA), and the Urban Development Fund (UDF) are leading efforts to organize new partnerships with the Maadi Company for Development and Reconstruction. The efforts focus on developing optimum methods of partnering with the Maadi company to continue the development and upgrade work taking place in the Fustat area. Hence, there is a great need to prepare a land valuation study of the lands owned by the Maadi company to determine the current fair market value of the lands and the revenue potentials after development.

Reporting Line:
The Consultant will work under the supervision of the Urban Development Programme Manager UN Habitat - Egypt Office and in coordination with the Programme Manager at GOPP and in collaboration with the project’s consultants and all related parties.

**Responsibilities**:
The expert is required to conduct the following:
1. Present a context-specific methodology for land valuation.

2. Determine the current land market value of zone A, B,C, and D in the attached map that falls under the ownership of Maadi Company for Development and Reconstruction. While taking into consideration the following:
a) The condition of the land
b) Current land uses
c) All encroachments on the land either from community members or from institutions and government agencies.
d) Refer to the attached map for zoning

3. Determine the fair market value of the encroached lands after being developed_ After the removal of all land encroachments. The conducted fair market value should be based on the following:
a) The removal and evacuation of all current land uses and encroachments by both community members and government agencies.
b) The determination of the agency responsible for the evacuation and compensation or resettlement of residents (compensation in-kind/cash).
c) The determination of the party that has the right to demand compensation for improvement as a result of its efforts. Assuming that the efforts will lead to maximizing the market value of the land owned by the company due to settling ownership and possession conditions, improving visual image of the land
