**Purpose** **of** **the** **Consultancy**:
**WHO seeks a consultant to support the work on Gender-Based Violence (GBV) and Violence against Children (VaC) in the Eastern** **Mediterranean** **Region** **(EMR), with a particular focus on countries in emergency and their neighboring countries.**:
**Background**:
The World Health Organization's Regional Programme of Violence Injury and Prevention (VIP), Department of Health Protection and Promotion, EMRO, is responsible for providing technical support for the work on violence prevention and control including GBV and VaC implemented by national counterpart at country level in full consultation with WHO Country Offices. Support is provided to EMR Member States to strengthen health system response to violence in development and emergency contexts.

The aim is to ensure that GBV and VaC issues are appropriately and comprehensively addressed and responded to, based on WHO normative technical guidance and country specific contexts. The work is also closely linked to the WHO GBV in Emergencies project, which started in September 2017 and is still ongoing.

Currently EMRO provides support to 9 countries in emergencies and their neighboring countries on GBV, while ensuring appropriate linkages and connection with the work on VaC: Afghanistan, Egypt, Iraq, Libya, Palestine, Somalia, Sudan, Syria, and Yemen, while other countries may be included as needed. Activities in these countries are supported by a regional Technical Officer and GBV/VaC focal points in WHO Country Offices. WHO is committed to scale up its response to GBV and VaC and increase organizational capacity on strengthening the health sector response to preventing and responding to these types of violence in emergency and non-emergency settings. This consultancy thus aims to support the work on GBV/VaC with a particular focus on countries in emergency and their neighboring countries.

**Work to be performed**

The selected consultant will provide the following tasks in full consultation with WHO and national teams:
**Output** **1**:Support efforts for health system strengthening through capacity building, policies and guidelines development, implementation and evaluation of GBV and VaC services in line with WHO normative standards****:
**Deliverable** **1.1**:Build national capacities based on country requests when needed both online and in -person**:
**Deliverable** **1.2**:Review** **existing** **health** **policy** **and** **guidelines** **related** **to** **GBV and VaC,**:
**Deliverable** **1.3**:Monitor** **and** **evaluate** **the** **impact** **of** **undertaken** **activities at country level** **and** **make** **recommendations** **for **any** **follow up.**:
**Output** **2**:Undertake** **technical** **support** **missions** to targeted countries in order **to** **support** **the** **development/implementation** **of** **GBV** **and VaC activities. A particular focus will be on Egypt, Sudan and Somalia.**:
**Deliverable** **2.1**:Provide hands-on technical support for the design and implementation of **activities** **related** **to** **health sector response to GBV and VaC **at** the national level including draft/adaptation of national policies and tools, capacity building, monitoring and evaluation) that helps awareness raising activities and other activities based on the** **needs** **identified** **at** **country** **level).**:
**Deliverable 2.2**: Prepare recommendation and a draft action plan, together with WCOs and Health Cluster team, GBV and VaC a to** **carry** **forward** **the work** **in** **consultation** **with** **relevant** **stakeholders.**:
**Deliverable** **2.3**:Submit** **mission** **reports** **outlining** **main** **achievements,** **challenges** **and** **recommendations.**:
**Specific requirements**
- Qualifications required:
First university degree in public health, nursing, medicine or other related fields

**Desirable** **Education** **Qualifications**:
Post-graduate qualification or specialized training in gender-based violence, women, adolescents and children’s health including in emergency and humanitarian crises.

Experience required:
5 to 10 years of relevant experience in public health & programs related to health and/or GBV/VaC,

International experience is mandatory for international consultant.

Desirable:

- Experience in emergency and humanitarian contexts
- Experience developing guidelines and training packages.
- Interagency coordination experience within the health and/or protection sectors
