**Background**:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality, and work with governments and civil society to design laws, policies, programs and services needed to implement these standards.

In support of the Arab Republic of Egypt’s Vision 2030 and the National Strategy for the Empowerment of Egyptian Women (NSEEW), the work of the UN Women Egypt Country Office (ECO) is grounded in the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Sustainable Development Goals (SDGs) and the Beijing Platform for Action (BPfA). Under the Egypt/UN Sustainable Development Cooperation Framework 2023-2027 and the Entity’s five-year portfolio therein, UN Women implements its triple mandate of supporting normative standard-setting to advance gender equality and women's empowerment, implementing national and grassroots programmes grounded in international norms and best practices in partnership with national stakeholders, and strengthening UN system coordination.

Over two decades of work in the country has resulted in UN Women ECO consolidating its expertise, partnerships and investments around three main areas of work: women's leadership and system-wide support to advancing gender equality; women's economic empowerment; and eliminating all forms of violence against women and girls, including harmful practices.

Ending violence against women and girls is an ongoing national priority in Egypt, as a key driver to achieving the country’s socio-economic goals. The Government of Egypt and its partners, including UN Women, have prioritized prevention and response strategies to reduce the prevalence of violence against women and girls in public and private spaces.

Women depend on public transportation as their primary means of travel, and research indicates that many women feel unsafe in public spaces. When considering their public transport options, women may choose less efficient and more expensive alternatives to enhance their sense of safety. Accordingly, there is an urgent need to address the issue of violence against women in public transport, through enhancing the capacities of public transport operators and increasing their knowledge and awareness on violence against women, and the policies and practices to respond effectively and prevent it.

In support of the National Strategy for the Empowerment of Egyptian Women (NSEEW), and through the support of USAID, UN Women, the National Council for Women and the Ministry of Transport are launching an initiative to build the capacities of public transport operators to address violence against women and girls.

**Objective of the Assignment**:
Under the overall supervision of the UN Women Head of Programmes, a.i. and the day-to-day supervision of the UN Women Ending Violence Against Women Programme Specialist, UN Women will recruit a consultant to support the development of a nationally-owned **comprehensive training package for Public Transport personnel/operators on preventing and responding to violence against women and girls.**

In coordination with the Ministry of Transport and the National Council for Women, the Training Package will include standard operating procedures that lay out reporting and referral mechanisms, relevant national laws, evaluation mechanisms, and a detailed guide on handling complaints in a gender sensitive manner and proper referral.

The consultant will also be responsible for conducting a training of trainers to the National Council for Women (NCW) and Ministry of Transport staff members to equip them with the necessary knowledge and tools to train public transport operators with the ultimate goal of creating safe and secure environment within the public transport system.

**Duties and Responsibilities**:
