**Project Description**

The goal of the Teacher Excellence Initiative (TEI) project is to improve the quality and relevance of teacher preparation in Egyptian public universities so that current and future primary school teachers have enhanced skills to increase student learning and advance the Ministry of Education and Technical Education’s (MOETE) reform. The activity will achieve this goal through the following results:
3. 50 Government of Egypt personnel from the MOETE, the Ministry of Higher Education and Scientific Research (MOHESR), and the Supreme Council of Universities demonstrate improved capacity to jointly plan, manage, and adapt teacher education.

**Position Description**

Essential functions include, but are not limited to:

- Ensure the grants program complies with all EDC and USAID rules, regulations and policies and in accordance with the EDC TEI Grants Manual;
- Develop the grant strategy and selection criteria in consultation with senior technical advisors, EDC project management team and USAID;
- Develop grants program work plan;
- Conduct and/participate in pre-RFA meetings or conferences as applicable;
- Ensure that risk assessments are performed for each Grantee and that results are incorporated into the grant;
- Negotiate final grant content and budget for each grant
- Prepare grant agreements and coordinate with the Director of Finance and Administration and EDC headquarters on related matters;
- Support the budgetary review and validation of Grantees for any modification or extension of the grant agreement, while maintaining focus on the total budget;
- Review Grantee activity reports, deliverables, and expenses, and supporting documentation to ensure compliance with the terms of the Grant Agreement both financially and programmatically;
- Track the timely disbursement of funds to be paid to Grantees in accordance with the terms of the grant;
- Conduct periodic field visits as well as audits to monitor grant compliance in relation to the terms and conditions of the grant agreement and recommend corrective actions, as necessary;
- Monitor and control the grants budget; and budget revisions with grantees
- Participate in the revision of the annual work plan and coordinate with the Grantees to revise the work plan and budget as necessary;
- Monitor the closeout of each Grant;
- Maintain a detailed grants status calendar and grants electronic filing system;
- Develop necessary guidelines for Grantees and organize training and guidance on grants management, as required.

**Qualifications**:
**Education**:
Bachelor’s degree in Business Administration, Public Accounting or related field; advanced degree preferred in a field relevant to Business Administration and or project or program management.

**Skills and Experience**:

- A minimum of 6 to 10 years of progressive and extensive work experience in Accounting, Finance or Economics
- Direct relevant experience in similar positions;
- Deep Knowledge of USAID regulations;
- Proficiency in advanced -, Microsoft Office.
- Strong experience in project budget review and monitoring and cost controls
- High analytical and statistical skills
- Excellent social skills at all levels,
- High cultural sensitivity with a diplomatic negotiation skils
- Ability to work under pressure and with a team,
- Ability to work in a multicultural and multidisciplinary work environment;
- Ability to prepare and conduct presentations;
- Availability to work and travel in all areas of Egypt.
