Project Description

The goal of the Teacher Excellence Initiative (TEI) project is to improve the quality and relevance of teacher preparation in Egyptian public universities so that current and future primary school teachers have enhanced skills to increase student learning and advance the Ministry of Education and Technical Education’s (MOETE) reform. The activity will achieve this goal through the following results:
- 50 Government of Egypt personnel from the MOETE, the Ministry of Higher Education and Scientific Research (MOHESR), and the Supreme Council of Universities demonstrate improved capacity to jointly plan, manage, and adapt teacher education.

**Job Description**:

- Essential responsibilities of Finance Mnaager position are:_
- Responsible for the preparation of project monthly financial reports and tracking of spending against the approved budget;
- Establish and maintain sound and transparent accounting and fiscal control procedures; be able to detect and swiftly deal with any issues of fraud and/or corruption;
- Monitor and track wire transfer requests and expenditures against budgets and support budget realignments as needed;
- Regularly analyze and forecast project expenses and advise senior leadership on financial matters;
- Contribute to the development of high-quality work plans, quarterly and annual reports, financial reports, and any other reports required by USAID;
- Manages the process of clearing bills, advance reconciliation, payments, and vouchers, including a review and certification of supporting documentation to ensure it is compliant with local tax laws, as well as USAID and EDC policies;
- Responsible for project transactions in QuickBooks to ensure utilization of the correct charge codes and monitoring alignment to budgeted activities;
- Responsible for the bank reconciliation of each account prior to the monthly close;
- Ensures timely preparation and submission of statutory returns, reports and tax compliance;
- Works closely with the project Finance team to ensure all vendors are vetted according to USAID and EDC policies;
- Models standards of accuracy, timeliness and adherence to policies and guidelines that enables others to perform with due diligence;
- Provides support to costing and budget realignment efforts in collaboration with HO Finance Department;
- Ensures that accounting staff work smoothly with technical teams to accomplish project goals in a manner consistent with policies and procedures; models’ collaboration with technical leaders;
- Responsible for wire transfer requests locally and from home office;
- Works closely with the EDC Home Office to ensure reconciliation of monthly expense reports and respond to any inquiries, as necessary;
- Assists in the preparation of monthly financial spreadsheets, cash flow forecasts in accordance with appropriate procedures;
- Provides necessary information to payroll service provider to ensure salaries are being processed in accordance with requirements;
- Ensures all supporting financial documentation on a monthly basis are properly scanned and filed per EDC file retention policies;
- Supervise and train the project Finance and Accounting team on financial related tasks.
- Demonstrates a high level of professionalism and ethics when dealing with documentation and related information on sensitive and confidential matters, as well as with EDC colleagues;
- Conducts checks on compliance with USAID’s Anti-Terrorist Certification (“ATC”) regulations; and; other duties as required.

**Qualifications**:
The Finance Manager shall have at a minimum the following qualifications:
**Education**

Bachelor’s degree in accounting, finance or other related degree required in international development field, USAID is preferable, other related professional certificates are required.

**Skills and Experience**
- 5 to 7 years of directly relevant experience in same position is required.
- Experience with USAID is a MUST
- High levels of expertise working with computers, especially MS Excel and MS Word, Quickbooks and other financial software packages;
