**1.** **Purpose of the Consultancy**

To provide technical advice to the countries of the region in term of introduction of HPV vaccine in the routine immunization program and enhance its coverage among eligible population

**2.** **Background**

Cervical cancer is a significant public health concern, particularly in developing countries. According to the World Health Organization (WHO), cervical cancer is the fourth most common cancer in women, with an estimated 604,000 new cases and 342,000 deaths globally in 2020.

In response to this challenge, the Global Strategy for Cervical Cancer Elimination was adopted by the World Health Assembly in 2020. The strategy aims to eliminate cervical cancer as a public health problem through a comprehensive approach to prevention and control, including HPV vaccination, screening, and treatment.

The WHO recommends that girls aged 9-14 years receive either one or two doses of the HPV vaccine to prevent cervical cancer. Recently SAGE has recommended only one dose of the vaccine is equally beneficial as two doses. The target for HPV vaccination is set to get 90% of girls fully vaccinated by the age of 15 by 2030. However, many countries have yet to introduce HPV vaccination into their routine immunization programs, and coverage rates remain low in those that have. The introduction of the HPV vaccine has been identified as a critical strategy to prevent cervical cancer in the region, and this consultancy aims to support this effort.

HPV is introduced in only 4 countries of the region, and planning is ongoing in few countries. Some countries experience some barriers and challenges for HPV introduction and support is very much needed in advocacy, planning and costing. HPV coverage in countries with HV vaccine introduced in their national immunization programme needs better monitoring and evaluation with subsequent identification and proposing solution for barriers hindering reaching the optimum high needed coverage

**3.** **Planned timeline**:
The consultant will work for six months, during the period

**4.** **Work to be performed**

**Output 1 Establish a regional platform to support HPV introduction in Eastern Mediterranean region**

Deliverables:
1.1 Gather evidence and document the status of HPV introduction in different countries to start initiation of HPV introduction status platform which could be shared with the Regional Working Group, Regional Immunization Technical Advisory Groups, and other relevant forums

1.2 Generate advocacy materials that could serve the region and could be customized at country level to enhance integration of HPV in PHC, foster linkages with adolescent and school health and HPV as part of life course vaccination, including opportunities to link with other vaccines and introductions

1.3 Develop and maintain a regional consultant roster to support country level TA

1.4 Organize regional training and capacity building meetings/workshops/webinars on HPV introduction

**Output 2 Introduction of HPV in priority countries and improve reporting of HPV immunization coverage**

Deliverables:
2.1 Provide policy advice and guidance for countries’ national decision making on introduction of HPV vaccine in the national immunization programme as pillar of implementation of global and regional cancer cervix elimination strategy

2.3Provide support to the development of implementation plans for HPV vaccine introduction

2.4 Support countries to integrate HPV monitoring tools in DHIS2 to adequately monitor and report HPV vaccine coverage

**Output 3 provide technical expertise on monitoring and evaluation of HPV coverage**

Deliverables:
3.1 Based on countries request customize the tool for assessment of HPV introduced in the national immunization program of UAE, Morocco and KSA using the WHO evaluation tools of post introduction evaluation (PIE), which could also serve for other countries when needed

3.2 Support the countries to generate recommendation based on the assessment to identify bottle neck and challenges and suggest set of solution to overcome barriers to foster HOV coverage in those countries

**Output 4 Support member states in the Improvement of the HPV coverage**

Deliverables:
4.1 Evaluate the HPV introduction plan and coverage trend in countries which introduced the vaccines since more than 1 year to identify bottle necks and gaps in the HPV coverage

4.2 Identify additional immunization delivery strategies and approaches which help in improving of immunization coverage of those countries
