Job DescriptionDescription

The Operations Specialist leads and guides the WPS-HA Operations Team and encourages teamwork within the team, with program staff, and with other UN Agencies while maintaining a client-focused approach. She/he closely collaborates with the WPS-HA program team in the office, providing guidance to WPS-HA program staff handling operational functions, ensuring their familiarity with program finance regulations, donor reporting, and personnel matters. Collaboration with operations personnel in other UN Agencies, UN Women Regional Office HQ staff, and Government officials is also a key aspect to ensure efficient delivery of operational services.

Duties and Responsibilities:
  • Manage the operations of WPS-HA programs in Arab States Regional Office:
    • Provide advice and support to the WPS Advisor and Program Managers on operational matters as a WPS Management team member;
    • Develop and oversee the implementation of the WPS-HA Operations Team's annual work plan;
    • Participate in review meetings to evaluate WPS-HA implementing partners' managerial and operational capacities;
    • Establish internal standard operating procedures in all Operations Team functions through business process mapping;
    • Ensure compliance with program financial, procurement, and HR policies and provide training to staff and project personnel;
    • Maintain seamless information flow between WPS-HA programs and Regional Office HQ;
    • Supervise all operations activities including finance, HR, procurement, transport, IT, security, and administration;
    • Manage performance evaluation, feedback, and coaching of WPS-HA Operations Team members.
  • Oversee planning, expenditure tracking, and auditing of financial resources:
    • Strategically manage program financial resources;
    • Exercise financial controls;
    • Report locally and to HQ, taking corrective actions based on audit findings;
    • Ensure compliance with internal control and delegation of authority frameworks.
  • Oversee/Provide Human Resources services to the WPS-HA Programs:
    • Supervise recruitment processes;
    • Advise on contract modalities.
  • Oversee procurement processes:
    • Manage goods and services provision following corporate procedures;
    • Prepare procurement plans;
    • Participate in Procurement Review Committees;
    • Manage assets and liabilities and ensure inventory control.
  • Oversee ICT management:
    • Implement ICT systems;
    • Ensure ATLAS functionality access for staff;
    • Maintain a secure ICT infrastructure environment.
  • Serve as the focal point for security issues:
    • Brief staff on security matters;
    • Ensure security clearance for travel;
    • Liaise with Security Advisor on security matters.
  • Participate in inter-agency activities:
    • Represent UN Women in inter-agency meetings on operations;
    • Liaise with other UN agencies on operational collaboration;
    • Facilitate knowledge sharing between WPS-HA Programs COs and RO.
  • Key Performance Indicators:
    • Provide services in compliance with UN Women regulations;
    • Ensure timely finances management;
    • Proactively maintain fully staffed Offices;
    • Timely and accurate procurement contract implementation;
    • Reliable ICT infrastructure in place;
    • Effective safety and security systems;
    • Monitor Staff performance.
Required Skills and Experience:
  • Master's degree in Business Administration, Public Administration, Finance, HR, or related field;
  • At least 5 years of experience in office management, operations, or finance;
  • Experience leading a team;
  • Proficiency in office software packages and ERP systems;
  • Experience in accrual accounting and ERP systems preferred;
  • Background in programming/ projects management advantageous.
Language Requirements:
  • Fluency in English and Arabic required;
  • Knowledge of another UN official language is a plus.
